“三社联动”视野下的社区公共服务供给侧改革——基于S市项目制和岗位制的案例比较分析

【摘要】:深圳、广州等沿海发达地区率先在政府购买社会公共服务的推动下,运用"三社联动"机制有效地促进了社区公共服务的供给侧结构性改革。通过对S市L区和P区的实地考察发现,由于地区发展暴露出的不同问题,以及专业知识、组织条件、政治能力三方面因素的差异,导致两个城区选择了不同的购买模式和"三社联动"形式,即项目制和岗位制。两者虽无形式上的优劣,但从协作治理的视角考察可以发现,P区选择的岗位制模式其实是简单合同制的契约安排,它将社会组织的运行机制、价值诉求等排除在外,取而代之的是参照政府的结构机制进行服务生产,这一自上而下的垂直性管理方式大大压缩了协作的空间。而L区选择的项目制则倡导伙伴关系,在信任、包容、责任、参与等价值引领下,参与主体更容易展现协作优势。
[Abstract]:Shenzhen, Guangzhou and other developed coastal areas are the first to be promoted by the government to purchase social and public services. The application of the "three societies linkage" mechanism has effectively promoted the supply-side structural reform of community public services. Through the field investigation of L and P districts in S City, it is found that because of the different problems exposed by regional development, as well as the professional knowledge and organizational conditions, The differences in three aspects of political ability led the two urban areas to choose different purchase modes and the "three social linkage" forms, that is, the project system and the post system. Although the two cities have no formal advantages and disadvantages, However, from the perspective of cooperative governance, it can be found that the mode of post system chosen in the P area is in fact a simple contractual arrangement, which excludes the operating mechanism of social organizations and the demands of value, etc. Instead, service production is based on the structural mechanisms of the government, a top-down vertical management approach that greatly reduces the space for collaboration. The L area chosen project system promotes partnerships, trust, inclusiveness, accountability, Under the guidance of value such as participation, it is easier for the participants to show the advantages of cooperation.
