面向未来的公共管理体系:基于智能网络时代的探析

【摘要】：当前人类正在进入新的社会形态,以网络技术、大数据技术和人工智能技术为核心的新的信息技术体系,正在赋予人类社会新的组织形态、生存空间、社会主体和行为模式。基于等级科层体系的整个传统社会形态下的管理模式在新的时代下都将产生实质性的变化。因此,无论从管理理论,还是管理实践而言,都必须进行相应的调整和适应,以便在重大的人类社会形态转型面前做好准备。本文认为,人类在新时代的公共管理体系最终会形成三个变革:管理科层会被压缩但是不会被消失;宏观微观的距离会被拉近但是区别不会被取消;人工智能会全面参与管理但是不会完全替代人类。
[Abstract]:At present, mankind is entering a new social formation. The new information technology system, with network technology, big data technology and artificial intelligence technology as the core, is giving human society a new organizational form and living space. Social subject and behavior pattern. The management mode under the whole traditional social formation based on hierarchical hierarchy system will produce substantial changes in the new era. Therefore, whether from the management theory or management practice, Must be adjusted and adapted accordingly in order to prepare for the great transformation of human society. The public management system of human beings in the new era will eventually form three changes: the management layer will be compressed but will not be disappeared, the macro and micro distance will be drawn closer but the distinction will not be removed; Artificial intelligence will be fully involved in management but will not completely replace humans.
