论政策执行的决策前提

【摘要】：政策研究在执行环节上更多地关注执行产生了什么,却很少深究执行从何而来。实际上,我们更要追问的是"政策的执行是如何产生的"。以往的观点将公共政策执行不力归结为执行层面的问题,一些具有良好意愿的决策不能得到行动人员的有效理解和执行。然而,政策执行并非孤立的环节,政策的执行效果还取决于政策决策的过程、决策与执行的耦合程度等源头因素,有些类型的政策执行效果比较好,而有些类型的政策执行效果往往不太理想。基于此,应采取一个前置性的视角,将政策的决策过程纳入政策执行研究的观察范围。探讨政策执行的决策前提,在理论上有助于完善政策执行研究的逻辑链条,从而整合政策决策研究和执行研究两端的理论资源;并引导人们在政策实践中关注政策决策和执行之间的关系,创造具有执行导向的决策环境和条件,从而为政策执行提供决策保障。
[Abstract]:Policy research pays more attention to what is generated by execution in the implementation link, but rarely delves into where execution comes from. In fact, We have to ask more about "how the implementation of policies arises". In the past, the poor implementation of public policies has been attributed to the problem of the level of implementation. Some well-intentioned decisions cannot be effectively understood and implemented by the actors... however, Policy implementation is not an isolated link, the effect of policy implementation also depends on the process of policy decision, the degree of coupling between policy and implementation and other source factors, some types of policy implementation effect is better. Based on this, we should adopt a leading perspective to bring the policy decision-making process into the observation scope of the policy implementation study, and discuss the decision-making premise of policy implementation. Theoretically, it is helpful to perfect the logical chain of policy implementation research, thus to integrate the theoretical resources between policy decision research and implementation research, and to guide people to pay attention to the relationship between policy decision and implementation in policy practice. Create an executive-oriented decision-making environment and conditions for policy implementation to provide decision-making support.
