福州市青年公务员压力管理研究

【摘要】:随着经济的发展和社会的进步,社会对人的要求越来越高,压力感已经成为现代文明社会的新常态,压力问题也引发越来越多的关注。公务员作为一个特殊的社会群体,既是公共政策的制定者和执行者,又是自利的理性经济人,常常面临双重身份带来的冲突与矛盾。公务员的压力不仅危害自身身心健康,而且会影响到公共行政效率和公共服务效果。所以,研究公务员压力管理现状和压力来源,探究压力管理的有效应对方式是体现以人为本,符合科学发展观,顺应行政体制改革的必然选择,具有十分重要的意义。本研究通过问卷调查法、描述性统计分析、方差分析、独立样本T检验等实证研究手段,对这一问题展开研究。首先,笔者对公务员压力管理的有关概念和理论基础进行阐释。然后,基于所做的调查问卷,分析福州市青年公务员压力管理现状,剖析压力来源因素和压力应对方式,以及它们在人口统计学变量上的真实差异。最后,又从环境层面、组织层面、个人层面针对性地提出进行压力管理的可行性对策建议。本研究的主要内容包括以下部分:第一,在梳理国内外相关研究综述的基础上,对相关理论进行分析,认为压力理论、压力管理理论、双因素理论、人本理论是本研究依托的主要理论基础。第二,通过调查问卷数据的统计处理,了解福州市青年公务员压力管理现状,包括整体压力水平、不同人口统计变量上的压力水平差异,分析压力来源以及压力应对方式。第三,在第二部分实证分析的基础上,结合研究开始时提出的相关理论基础,从环境、组织和个人层面分析福州市青年公务员的压力来源,并提出压力管理的对策建议。本研究最终可得到以下结论:一是,福州市青年公务员压力自评得分为71.78(满分100),整体压力处于中等水平;二是,不同人口统计变量在压力各维度上得分不同。在年龄上,31—35岁公务员压力最大,25岁以下公务员压力最小。在工作年限上,压力水平随年龄变化规律大致呈倒U形,青年公务员大部分落在“倒U形”的前半段上坡区间。在学历上,高学历公务员压力水平整体高于低学历公务员。而福州市青年公务员压力水平在性别、婚姻、职务层次、单位规格、工资差异、子女个数、进入方式上无显著差异。三是,公务员压力管理要从环境层面、组织层面和个人层面协同进行。环境层面包括组织扁平化发展、树立全新职业文化、媒体正确引导和回归理性认识。组织层面包括明确岗位责任、善用培训手段、人本管理互动、完善考核机制、适度表彰激励、塑造行政文化。个人层面包括正确自我认知、优化时间管理、积极沟通交流、合理增调工资、培养乐观个性、及时心理疏导。
[Abstract]:With the development of economy and social progress, society increasingly high demands on the people, pressure has become the new norm of modern civilized society, the pressure has caused more and more attention. As a special social group of civil servants, both public policy makers and implementers, and rational economic self-interest often, facing the conflicts and contradictions of dual identity bring. Civil servants pressure not only harmful to their physical and mental health, but also affects the efficiency of the public administration and public services. Therefore, the study of civil servants pressure management status and sources of stress, coping style on effective stress management is people-oriented, in line with Scientific Outlook on Development, inevitable choice of the reform of administrative system and it has very important significance. This research through the questionnaire survey method, descriptive statistical analysis, variance analysis, independent sample T test and empirical research Means, the research on this problem. Firstly, the author elaborates on the civil service pressure management of the relevant concepts and theoretical basis. Then, the questionnaires based on the analysis of the current situation of civil servants of Fuzhou youth stress management, analysis of sources of stress factors and coping styles, and their demographic variables on the real difference. Finally again, from the environmental level, organizational level, individual level puts forward feasible solutions of pressure management advice. The main content of this study includes the following parts: first, based on related researches at home and abroad on the relevant theoretical analysis, that pressure theory, stress management theory, two factor theory, people this theory is the main theoretical basis of this study. Based on second questionnaires, through statistical data processing, understanding of Fuzhou young civil servants pressure management, including The overall stress level, stress level differences in different demographic variables, analysis of pressure sources and coping style. Third, based on the second part of the empirical analysis on the related theoretical basis, put forward at the beginning of the study the source of pressure from the environment, organizational and individual level analysis of Fuzhou young civil servants, and puts forward some countermeasures and suggestions the pressure of management. At the end of this study, the following conclusions can be obtained: first, the city of Fuzhou young civil servants pressure self rating scores for the 71.78 (out of 100), the overall pressure is in the middle level; two, different demographic variables of different scores in each dimension of pressure. At the age of 31, a 35 year old civil servant greatest pressure. Under the age of 25. The minimum pressure of civil servants in working life, pressure level with age change regularity of roughly the inverted U shape, most of the first half of the young civil servants fall uphill in the range of "inverted U shape" in. On the calendar, the overall high degree of pressure is higher than the low education level of civil servants and civil servants. Fuzhou young civil servants pressure level in gender, marriage, job level, unit size, wage differences, the number of children, there was no significant difference between the mode of entry. The three is that civil servants pressure from the environment management level, organization level and individual level cooperation environment. Level includes flat organization development, establish a new occupation culture, media guide and rational understanding. The organizational level includes clear job responsibilities, make the best use of the training means, the interactive management, improve the assessment mechanism, appropriate recognition of incentives, building the administrative culture. The individual level includes the correct self cognition, the optimization of time management, active communication add, reasonable salary, cultivate optimistic personality, timely psychological counseling.
