基层公务员职务与职级并行制度研究

【摘要】:基层公务员是国家治理活动的终端落实者,有效激发其活力与潜能对于实现国家治理现代化具有至关重要的意义。为破解基层公务员职务晋升困难和传统管理制度激励功能不足等难题,中央出台文件,决定在县以下机关推行公务员职务与职级并行制度,以促进基层公务员待遇改善和队伍稳定。两年多的政治实践证明,这项新型制度确实发挥了一定的激励功能,但也暴露出配套制度不足等深层次问题。深入贯彻落实这项制度,需要合理调整基层公务员工资结构和工资级差,并在基层公务员职位分类、职级晋升条件、绩效考核机制、基层公共财政保障机制和职级晋升监督机制等方面不断优化和完善。
[Abstract]:Grass-roots civil servants are the terminal implementers of national governance activities, It is of vital significance to effectively stimulate its vitality and potential to realize the modernization of national governance. In order to solve the problems of difficult promotion of civil servants at the grass-roots level and insufficient incentive function of the traditional management system, the central government has issued documents. It was decided to implement the concurrent system of civil servants' posts and ranks at the county level below the county level in order to promote the improvement of the treatment of grass-roots civil servants and the stability of the ranks. More than two years of political practice have proved that this new system has indeed played a certain incentive function. However, it also exposed some deep-seated problems such as inadequate supporting systems. In order to implement this system in depth, it is necessary to rationally adjust the wage structure and wage differentials of civil servants at the grass-roots level, and to classify the positions of civil servants at the grass-roots level, the conditions for promotion at the rank level, and the performance appraisal mechanism. The basic level public finance safeguard mechanism and the rank promotion supervisory mechanism and so on aspect unceasingly optimizes and consummates.
