江都区农民专业合作社发展中的政府职能研究

【摘要】：农民专业合作社作为一种新型农村合作经济组织,正是提升农产品市场竞争力,拓展农民增收渠道,增强农村发展内生动力的重要载体。我国农民专业合作社的发展还处于初期阶段,组织形式、经营方式以及分配方式还存在着各种缺陷,因此有必要认真研究地方政府在农民专业合作社发展进程中的作用机制,从而推动农民专业合作社平稳快速发展。本文主要以政府与市场的关系理论和实然性与应然性的辩证关系理论为基础,重点研究了江都区农民专业合作社管理经营过程中,尤其是参与市场活动中政府职能的相关问题。主要采用了文献研究、走访调查、对比分析的方法,围绕江都区农民专业合作社发展中的政府职能问题展开研究。本文首先归纳总结了国内外关于农民专业合作社发展中的政府职能问题研究的文献资料,我国的发展实践和国外的经验都表明,政府在农民专业合作社的发展中需要扮演重要的角色。在对调查问卷的数据进行统计分析的基础上,对目前江都区农民专业合作社发展的概况进行阐述,并对江都区政府职能的发挥情况进行实然性分析。为了准确排查出江都区农民专业合作社发展中政府职能存在的主要问题与不足,笔者对我国农民专业合作社近年来发展情况及政府履职情况进行了综述,并在此基础上进行了政府职能的应然性研究。重点采用实然性与应然性对比分析的方法,概括出目前江都区农民专业合作社发展中政府职能主要的不足和有待改进的方面。结合临海市农民专业合作社发展中政府发挥作用的经验总结,围绕政策制定、管理服务、要素扶持以及宣传培训四个主要方面提出优化政府职能的相关措施。本文的创新点在于采用了实然性和应然性对比分析的方法。对政府职能的实然性状态和应然性状态分别展开讨论,对比分析之后,可以清晰地探究出实然性和应然性之间的异同,从而分析出政府职能所存在的问题和不足。同时,在提出问题和研究对策的过程中,始终围绕政策制定、管理服务、要素扶持以及宣传培训四个主要方面,坚持问题与对策一一对应,有较强的说服力和针对性。
[Abstract]:As a new type of rural cooperative economic organization, farmers' specialized cooperatives are precisely to enhance the market competitiveness of agricultural products and expand the channels for farmers to increase their income. The development of farmers' specialized cooperatives in China is still in the initial stage, and there are still various defects in the forms of organization, management and distribution. Therefore, it is necessary to study seriously the role of local governments in the development process of farmers' professional cooperatives. Based on the theory of the relationship between the government and the market and the dialectical relationship between the reality and the nature, this paper focuses on the management process of the farmers' specialized cooperatives in Jiangdu District. In particular, the issues related to the government's participation in market activities. It mainly adopts the methods of literature research, visits and surveys, and comparative analysis. This paper first summarizes the literature data of the research on the government function in the development of farmers' professional cooperatives at home and abroad. The development practice of our country and the experience of foreign countries show that the government needs to play an important role in the development of farmers' professional cooperatives. The general situation of the development of farmers' specialized cooperatives in Jiangdu District is expounded. In order to find out the main problems and shortcomings of government functions in the development of farmers' professional cooperatives in Jiangdu District, the paper analyzes the actual situation of government functions in Jiangdu District, and finds out the main problems and shortcomings of government functions in the development of farmers' professional cooperatives in Jiangdu District. The author summarizes the development of farmers' cooperatives and the performance of government duties in recent years, and on the basis of this, studies the necessity of government functions. This paper summarizes the main deficiencies of the government functions and the aspects to be improved in the development of the farmers' professional cooperatives in Jiangdu District. Combined with the experience of the government in the development of the farmers' professional cooperatives in Linhai, it focuses on the policy formulation and management services. Four main aspects of factor support and propaganda and training are put forward to optimize the functions of the government. The innovation of this paper is to adopt the method of comparative analysis of reality and ought to be. The trait states were discussed separately, After comparative analysis, we can clearly explore the similarities and differences between reality and ought to be, so as to analyze the problems and shortcomings of government functions. At the same time, in the process of putting forward problems and researching countermeasures, we can always make policies around them. The four main aspects of management service, factor support and propaganda and training, insist on corresponding problems and countermeasures, have strong persuasiveness and pertinence.
