村民自治组织参与农村食品安全风险治理的动因与路径

【摘要】：作为中国食品安全监管体系中最薄弱的环节,农村食品安全风险治理需要引入社会力量的参与,村民自治组织是最重要的力量之一。村民自治组织参与农村食品安全风险治理具备一定的优势,其主要方式包括引导食品安全村民自治、协助政府开展食品安全公共服务、宣传食品安全知识、构建食品安全风险监管网络。然而,村民自治组织参与农村食品安全风险治理也面临诸多制约因素,亟需从能力建设、边界厘定、政府支持等方面探索突破路径。
[Abstract]:As the weakest link in China's food safety supervision system, rural food safety risk management needs the participation of social forces. The villagers' autonomous organization is one of the most important forces. The villagers' autonomous organization has certain advantages in managing the risk of food safety in rural areas. Its main methods include guiding the villagers' autonomy in food safety and assisting the government to carry out public food safety services. Propaganda of food safety knowledge, construction of food safety risk supervision network. However, villagers' autonomous organization to participate in rural food safety risk management also faces many constraints, urgent need from capacity-building, border determination, Government support and other aspects to explore the breakthrough path.
