网络反腐中政府与公民互动机制研究

【摘要】：自十八大对党风廉政建设和反腐败斗争提出新的要求以来,反腐问题一直成为我国的热点。随着网络信息技术的不断革新,网络化行政在我国开始兴起,传统的反腐手段已经不能满足网络信息时代的反腐要求,网络反腐应运而生,使得反腐手段更加多元化。网络反腐因为其公开透明、快捷高效、成本低廉等特点,得到了广大公民和政府部门的认可。开放的网络舆论平台使得公民能够充分行使其监督权和知情权,与政府部门进行信息交流互动,参与反腐斗争中来。周久耕“天价烟”、韩峰“日记门”、杨达才“表哥”事件、雷政富“不雅视频”、华润集团董事长宋林“两次被举报”等事件,都是公民通过网络途径与政府部门进行互动反腐的成功案例。但是任何事物都有一个完善发展的过程,目前我国网络反腐在发挥积极作用的同时也存在着一些问题,还需要进一步完善。网络平台的虚拟性和匿名性,网民素质参差不齐和思想观念的局限性,政府部门处理网络信息的被动性和消极性以及不完善的相关法律法规等,都不利于我国网络反腐中政府与公民进行互动,给网络反腐的顺利进行增加了难度,为我国反腐工作带来了一定的负面影响。分析我国网络反腐中政府与公民的互动现状,探讨合理有效的政民互动机制,对我国反腐工作的开展有着重大的现实意义。本文首先根据文献资料阐明网络反腐以及政民互动机制的相关概念。明确研究网络反腐中政民互动机制的相关理论基础。其次,对我国网络反腐的现状进行分析,并从实证角度出发,选取“王文志两次微博实名举报华润集团董事长宋林”这一具有典型代表性的网络反腐案例,通过对典型案例的分析,得出我国网络反腐中政府与公民互动的必要性和不足之处。最后,根据理论分析和实证分析得出结论,针对如何促进网络反腐中政府与公民的互动,构建良好的互动机制提出相应的对策和建议。

With the development of network information technology, network administration begins to rise in our country, the traditional means of anti-corruption has been unable to meet the network information era of anti-corruption, anti-corruption network came into being, the anti-corruption means are more diversified. The open platform of network public opinion makes citizens to fully exercise their right of supervision and the right to know, information interaction with government departments involved in the fight against corruption in the past. But everything has a perfect process, at present our country Network Anti-corruption play a positive role at the same time there are also some problems, still need further improvement. Virtual and anonymous network platform, limitations of the uneven quality of Internet users and the ideas of the government departments, passive and negative processing of network information and the imperfect relevant laws and regulations, are not conducive to the government and the citizens of China's anti-corruption network to interact, to increase the difficulty of Network Anti-corruption smoothly, has brought some negative effects for our anti-corruption work. The analysis of interactive status the government and the citizens of our country network anti-corruption, to explore the reasonable and effective political interaction mechanism is of great practical significance to China's anti-corruption work. Firstly, root According to the relevant literature and clarify the concept of Network Anti-corruption political interaction mechanism. A clear Research Network Anti-corruption political interaction mechanism theory. Secondly, the current situation of China's anti-corruption network are analyzed, and from an empirical point of view, select the "Wang Zhi two micro-blog real name report Huarun Group Chairman Song Lin the as a typical representative of the Network Anti-corruption case, through the analysis of typical cases, the necessity and deficiency of the government and the citizens of our country Network Anti-corruption interaction. Finally, according to the theoretical analysis and empirical analysis conclusion, on how to promote the interaction between government and citizens in the network of corruption, and puts forward the corresponding countermeasures and suggestions to construct interactive a good mechanism.
