青海多民族地区构建和谐民族关系的实践研究

【摘要】：我国自秦汉以来就是一个统一的多民族国家,各民族在共同的繁衍生息中创造了辉煌灿烂的中华文明,形成了“我中有你、你中有我”的民族交融态势。1949年中华人民共和国成立后,中国共产党以马克思主义为理论指导,结合新中国的实际情况,建立了民族区域自治制度,形成了平等、团结、互助、和谐的社会主义新型民族关系,为中国特色社会主义事业的兴盛和实现中华民族伟大复兴奠定了坚实的基础。中国共产党十六届四中全会首次提出了构建社会主义和谐社会的战略目标。发展和谐民族关系是构建社会主义和谐社会的重要内容,是完善和发展社会主义民族理论、推动民族工作走向新局面的必然要求。2012年5月,青海省提出了“三区”建设战略,即在未来五年中,把青海建设成“国家循环经济发展先行区、生态文明先行区和民族团结进步示范区”。“三区”建设战略为青海构建社会主义和谐民族关系奠定了有力的政策保障。本文以马克思主义民族观为理论指导,阐述了新中国成立以来我国和谐民族关系发展的状况和我国民族团结进步事业取得的成就,重点分析了全国民族团结进步示范州—海北藏族自治州构建和谐民族关系所取得的成就、经验和尚存在的一些不足与启示,在此基础上,提出青海多民族地区构建和谐民族关系的对策,为党和国家制定符合多民族地区实际情况的经济政策、政治政策和民族政策提供依据。文章一共五个部分:第一部分为绪论,阐述了研究的目的和研究的意义,并对国内外研究现状进行了梳理。第二部分为相关概念和理论阐述。梳理了马克思主义经典作家对民族关系的论述,阐述了和谐社会、和谐民族关系以及它们之间的关系。第三部分为新中国成立以来我国和谐民族关系发展概况和取得的成就。本章在梳理新中国成立以来我国和谐民族关系的发展状况的基础上,阐述了新中国成立以来我国民族团结进步事业取得成就。第四部分为青海多民族地区构建和谐民族关系的实践研究。本章以全国民族团结进步示范州—青海省海北藏族自治州作为研究对象,在调查分析的基础上,对青海省海北藏族自治州取得的成就、经验和不足之处进行了分析。第五部分为青海多民族地区构建和谐民族关系的对策。本章在对全国民族团结进步示范州—青海省海北藏族自治州构建和谐民族关系中存在的不足和启示的分析的基础上,提出了青海多民族地区构建和谐民族关系的具体对策。

The third part is the establishment of harmonious ethnic relations since the new China China's development and achievements. This chapter since the founding of new China in combing the development condition of the harmonious ethnic relations in our country, since the new Chinese described the establishment of China's national unity and progress achievement. The fourth part is the practice of building a harmonious ethnic relations in Qinghai ethnic regions. In this chapter, the national unity and progress in Fan, Haibei Tibetan Autonomous Prefecture in Qinghai Province as the research object, on the basis of investigation and analysis of Haibei Tibetan Autonomous Prefecture in Qinghai province were analyzed the achievements, experiences and shortcomings. The fifth part is the countermeasure of constructing the harmonious ethnic relations in Qinghai ethnic regions.
