广州市救助站救助管理的困境与对策研究

【摘要】：《城市生活无着的流浪乞讨人员救助管理办法》在全国范围内出台实施之后,全国相继建立了社会救助管理站。在救助站运行12年来的背景下,深入探讨救助管理站建设和发展的现状,分析其内在的运行机制和归纳总结其存在的问题,评估救助站在社会保障方面发挥的作用,对优化救助站的建设结构、加快建设流浪乞讨人员的社会救助事业具有极其重要的现实和理论意义。本文以广州市救助管理站为例,采用实地调查、文献法、定量分析和定性分析法,对广州市救助管理站的救助数据、人员构成、服务对象等情况进行调查研究,收集现有的资料,剖析救助管理工作的困境,寻找救助事业的出路,对我广州市救助管理站建设现状和问题作出基本的研究和归纳,在实地研究的基础之上,提出促进当前时期广州市救助管理站建设的新模式,以此对流浪乞讨人员实现有效的,人文关怀的,全面的和科学发展的救助。本文在分析原因的基础上,借鉴了政府治理,社会组织建设,人才队伍建设多方面的理论和经验,针对广州市救助站本身的问题,以战略性的眼光提出未来可行的努力方向。提出了打造专业社会工作服务;完善现行救助管理制度与操作细则;促进救助法的制定,完善落实服务细则;强化体制平台作用,优化救助人才队伍建设;加强人才交流机制;推动政府购买服务;简化救助程序;拓宽社会力量参与救助服务路子,发挥救助站开放平台作用等方面的措施,为广州市救助事业的发展提供一些可供参与的方法。
[Abstract]:After the introduction and implementation of the measures for the Relief and Management of homeless and beggars in the City, social assistance management stations have been established one after another throughout the country. Under the background of 12 years of operation of the relief stations, This paper probes into the present situation of the construction and development of the rescue management station, analyzes its internal operating mechanism and summarizes its existing problems, evaluates the role of the aid station in social security, and optimizes the construction structure of the rescue station. It is of great practical and theoretical significance to speed up the construction of social assistance for vagrant beggars. This paper takes Guangzhou Rescue Management Station as an example, adopts field investigation, literature method, quantitative analysis and qualitative analysis. To investigate and study the rescue data, personnel composition and service objects of the rescue management station in Guangzhou, collect the existing data, analyze the plight of the rescue management work, and find a way out for the relief cause, This paper makes a basic research and summary on the present situation and problems of the construction of the relief management station in Guangzhou, puts forward a new model to promote the construction of the relief management station in Guangzhou in the current period, on the basis of the field research, so as to realize the effective means for the vagrant beggars, Humanistic care, comprehensive and scientific development assistance. Based on the analysis of the reasons, this paper draws lessons from the theories and experiences of government governance, social organization construction, and talent team building, aiming at the problems of the Guangzhou Rescue Station itself. Put forward the feasible direction in the future from a strategic perspective, put forward to create professional social work service; perfect the current relief management system and operation rules; promote the formulation of salvage law, perfect the implementation of service rules; strengthen the role of institutional platform, Such measures as optimizing the construction of the contingent of rescue personnel, strengthening the mechanism of personnel exchange, promoting the government to purchase services, simplifying the rescue procedures, broadening the social forces' participation in the rescue services, and giving full play to the role of the rescue station as an open platform, To provide some methods for the development of Guangzhou relief enterprise.
