心理契约视角下我国基层公务员职业倦怠问题研究

【摘要】:基层公务员是我国政府组织的重要组成部分,其身心健康和工作态度直接影响着政府绩效等方方面面。在坚持科学发展观、一切以实现人的全面发展为管理目标的行政改革背景下,基层公务员在工作中暴露出来的困难和问题越来越多,也逐渐引起了政府部门管理者的高度重视。心理契约作为组织与成员之间隐含的、非书面契约,对组织成员的情绪、心理和行为都具有指导和调节的作用,近年来,国内外学者结合心理契约的理论,对员工工作绩效、工作成就感等方面的影响做了深入研究,同时也逐渐意识到心理契约理论已经成为管理过程中不可忽视的重要因素。本文以心理契约为理论基础,借鉴国内外研究成果,从解决我国基层公务员职业倦怠问题出发,结合现状,分析原因,最终尝试提出科学合理的有效途径,为实际缓解现状、解决问题做出贡献。论文分为四个部分。第一部分主要是对心理契约及基层公务员职业倦怠的相关概念进行了理论概括。包括心理契约、公务员心理契约、基层公务员职业倦怠的概念,心理契约一般理论诠释和心理契约理论对基层公务员职业倦怠的指导意义。第二部分主要阐述的是我国基层公务员现阶段职业倦怠的具体表现及危害。第三部分结合心理契约的形成和违背的相关理论内容,对我国基层公务员职业倦怠的现状成因进行具体分析。第四部分根据基层公务员职业倦怠的表现、成因等,分别从政府组织和个人双向层面提出以心理契约为视角的缓解、干预职业倦怠问题的相关对策。
[Abstract]:The grass-roots civil servant is an important part of our government organization, whose physical and mental health and work attitude directly affect the performance of the government and other aspects. Against the background of all administrative reforms aimed at achieving the overall development of human beings, the difficulties and problems exposed by grass-roots civil servants in their work are increasing. Psychological contract, as an implicit and non-written contract between the organization and its members, has a guiding and regulating effect on the mood, psychology and behavior of the members of the organization. Combined with the theory of psychological contract, scholars at home and abroad have made a deep research on the influence of employee's work performance, job achievement and so on. At the same time, it is gradually realized that the theory of psychological contract has become an important factor that can not be ignored in the process of management. Based on the theory of psychological contract and drawing on the domestic and foreign research results, this paper starts from solving the problem of job burnout of grass-roots civil servants in China. Combining the current situation, analyzing the reasons, and finally trying to put forward scientific and reasonable effective way, in order to alleviate the current situation in practice, The thesis is divided into four parts. The first part mainly summarizes the related concepts of psychological contract and job burnout of grass-roots civil servants, including psychological contract, civil servant psychological contract, The concept of job burnout for grass-roots civil servants, The second part mainly expounds the concrete manifestation and the harm of the present job burnout of the grass-roots civil servants in our country. Combined with the formation of psychological contract and the violation of the relevant theoretical content, According to the expression and cause of civil servants' job burnout at the basic level in 4th, the author puts forward the relief from the perspective of psychological contract from the perspective of government organization and individual, respectively. Measures to intervene in job burnout.
