网络舆情视角下的政府危机管理机制研究

【摘要】：随着经济社会的快速发展和科学技术的应用,互联网已经深深的影响到我们的社会生活,人们越来越热衷于通过网络来表达对社会相关现象的见解,网络舆情已经广泛存在于我们的生活中。针对现代网络技术的发展,我国政府面临的一个巨大的挑战就是如何建立科学高效的危机预警与管理机制来处理相关的危机事件,以更好的提升我国政府在处理危机事件方面的能力。本文详细阐述了网络舆情的概念、特征,重点分析了网络舆情在政府危机管理发生和发展过程中的影响,并在此基础上提出了构建网络舆情视角下的政府危机管理机制的措施,旨在更好地帮助我国政府化解相关的危机管理。文章首先介绍了网络舆情视角下的政府危机管理机制这一选题的背景和意义、概括了国内外相关领域的研究成果。其次总结概括了政府危机管理和网络舆情的基础内容,并对网络舆情对政府危机管理的影响进行分析。再次,根据网络舆情和政府危机管理的关联提出网络舆情视角下政府危机管理的四种机制:研判机制、沟通机制、决策机制和评估机制,并通过马航事件进行分析总结,从中发现近几年来我国政府处理危机事件的进步以及不足之处,为根据提出的微机管理机制为今后的舆情和政府危机处理提出合理意见及建议。最后对文章进行总结和展望。
[Abstract]:With the rapid development of economy and society and the application of science and technology, the Internet has deeply affected our social life. Internet public opinion has been widely existing in our life. In view of the development of modern network technology, one of the great challenges facing our government is how to establish a scientific and efficient crisis warning and management mechanism to deal with related crisis events. In order to improve the ability of our government to deal with crisis events, this paper elaborates the concept and characteristics of network public opinion, and analyzes the influence of network public opinion on the occurrence and development of government crisis management. On the basis of this, the paper puts forward the measures to construct the government crisis management mechanism from the perspective of network public opinion. This paper first introduces the background and significance of the topic of government crisis management mechanism from the perspective of network public opinion. Summarized the research results of related fields at home and abroad. Secondly, summarized the basic contents of government crisis management and network public opinion, and analyzed the impact of network public opinion on government crisis management. Third, According to the relationship between network public opinion and government crisis management, four mechanisms of government crisis management under the perspective of network public opinion are put forward: research mechanism, communication mechanism, decision-making mechanism and evaluation mechanism, and are analyzed and summarized through Malaysia Airlines incident. It is found that our government has made progress and shortcomings in dealing with crisis events in recent years, and put forward reasonable opinions and suggestions for the future public opinion and government crisis management according to the proposed microcomputer management mechanism. Finally, the article is summarized and prospected.
