云南省省管县体制改革的阻滞因素及治理对策研究

【摘要】：2009年至今,云南省开展了扩权强县、财政省管县、滇中新区下的省直管县等三种形式的改革试点。但是从改革之初就质疑不断,理论界与政界普遍认为云南经济社会发展落后不适宜开展省管县改革。特别是各种阻滞因素的制约,云南省省管县改革一直停滞不前。笔者通过对省管县理论进行研究和云南省省管县改革实际状况进行深入调查分析,认为云南省目前的省情具备进行省管县改革的条件。目前云南省省管县改革试点的不适状况只是各种阻滞因素的结果。本文首先通过系统研究近十年来关于省管县研究的理论成果和实践成果,以及根据本人关于省管县问题的思考,从省管县的概念、理论依据、制度基础等方面重新进行了系统的阐述,为后续云南省省管县改革的研究提供了理论基础。其次,研究云南省市管县体制的历史与现状发现：云南市管县体制本身存在先天不足,蕴含城乡不平等发展的理念。经过多年发展已经形成了诸多威胁统治合法性的体制困境,到了不得不改的程度。省管县改革恰好为消除这些体制困境提供了道路选择。调查研究云南省省管县改革的条件,认为无论是从管理技术、管理幅度、试点经验等内部条件还是中央支持和市场环境等外部条件,都具有推进云南省省管县改革的可行性。较为系统全面的分析和阐述了云南省省管县改革的重大意义。再次,解决了云南要不要改革和能不能改革的问题,就需要对改革存在哪些阻滞进行研究。通过调查发现,由于云南省省管县改革缺乏顶层设计以及观念、利益、法律制度等因素的阻碍,改革试点表现出推进乏力,计划思维严重,碎片化改革,改革推进乏力以及县政落后等挑战与困境。最后,基于云南省管县改革中存在的各种阻滞因素,尝试提出了凝聚共识、改革县政、划分职能、重构财政关系、转变职能、完善权力监督体系、强化技术保障等针对云南省省管县改革的对策建议。
[Abstract]:Since 2009, Yunnan province launched a Municipal County, the province governing county fiscal Yunnan area under the direct control of the county three forms of the reform. But since the beginning of reform constantly questioned, theorists and politicians generally believe that the economic and social development in Yunnan is not suitable for carrying out backward province governing county reform. Especially the restriction all kinds of block factors, Yunnan province governing county reform has been stalled. The author and the Yunnan provincial governing county reform actual situation of in-depth investigation and analysis of the province tube county theory, Yunnan province that present situation with the province governing county reform. Currently Yunnan province county reform pilot discomfort is the result of various conditions block factors.
Firstly, through systematic research of province tube county, theoretical achievements and practical results of the past ten years, and according to my thinking about the province tube county, from the county, the concept, theoretical basis and system basis to systematically, provides a theoretical basis for the follow-up study of county reform in Yunnan province. Secondly, the history and research status of Yunnan province governing county system: Yunnan City governing county system itself is congenitally deficient, contains the Urban-Rural Inequality development concept. After years of development has formed a system of many difficulties threaten legitimacy, to have changed. Just for the elimination of the province governing county reform the system dilemma provided path selection. Research condition of Yunnan province governing county reform, whether from the management technology, management range, pilot experience or internal conditions such as the Central Branch The market environment and other external conditions, has the feasibility to promote Yunnan province governing county reform. Systematically analyzes and expounds the significance of the Yunnan province governing county reform. Thirdly, to solve the Yunnan to reform and can reform problems, we need to research on the reform of what block. Through the survey found that because of Yunnan province county reform and the lack of top-level design ideas, interests, legal system and other factors, to promote the reform plan showing weakness, serious thinking, fragmentation of reform, promote the reform of county government and to weak backward challenges and difficulties. Finally, various factors existing in the reform of county block in Yunnan Province Based on the attempt the consensus, reform the county division of functions, reconstruction of fiscal relations, changing functions, perfect the power supervision system, strengthen technical support for county reform in Yunnan Province Countermeasures and suggestions.
