【摘要】：随着经济的快速发展,我国社会结构不断转型,从1980年开始加速的城市化引发了各种各样的风险,其中,城市公共危机事件占据了很大的比重,给地方政府的危机管理带来了很大的挑战。这就要求地方政府在发展经济的同时,也要重视公共危机的管理,地方政府需要采取合理的手段进行危机预防和应对。经研究,目前我国很多城市初步形成了以政府为主导的公共危机管理体系,但是在快速发展的当今社会,公共危机通常具有突发性,波及范围往往超出了以往,时刻挑战着地方政府应对危机的能力。在研读相关理论和实证分析的基础上,笔者针对地方政府公共危机管理创新,以黄岛爆炸事件为例,运用利益相关者理论分析各主体的应对方式,剖析目前地方政府在公共危机管理上存在的问题,主要存在公共危机预警预防机制不健全;公共危机的法律体制不健全;信息收集、分析和披露机制不健全;公共危机的协作力度不足、第三部门参与不足四个问题。危机治理中,政府及其所属部门占了主导地位,但是也不能忽视除政府以外第三方组织及社会公众的作用。因此,对于地方政府而言,建立起一个全面的综合性的公共危机管理体系,调动广泛的社会力量,提升危机管理的能力,是当前地方政府面临的最大挑战。为构建完善的地方公共危机管理体系,本文根据我国国情,结合第三方组织及社会公众的作用,同时借鉴西方发达国家典型的公共危机案例,吸取经验教训,提出完善措施:完善多主体互动的公共危机教育体系;完善多主体参与的公共危机预防机制;完善公共危机管理中信息的管理;完善公共危机管理中的协调体系,希望各项措施能够一定程度上提高地方政府在危机治理中抵御社会风险和灾害的整体能力。
[Abstract]:With the rapid development of economy, the social structure of our country has been transforming constantly. Since 1980, the accelerating urbanization has caused a variety of risks, among which, the urban public crisis has occupied a large proportion. This requires the local government to pay attention to the management of the public crisis while developing the economy. The local government needs to take reasonable means to prevent and respond to the crisis. At present, many cities in our country have initially formed a government-led public crisis management system. However, in the rapidly developing society, public crises are usually sudden, and the scope of public crises is often beyond the past. It challenges the ability of local government to deal with the crisis. On the basis of studying relevant theories and empirical analysis, the author takes the Huangdao explosion as an example, aiming at the innovation of local government's public crisis management. By using stakeholder theory, this paper analyzes the problems existing in the public crisis management of local governments, including the unsound early warning and prevention mechanism of public crisis, the unsound legal system of public crisis, and the problems existing in the management of public crisis. Inadequate mechanisms for information collection, analysis and disclosure; insufficient collaboration in public crises; inadequate participation of the third sector; and the dominant role of the government and its affiliates in crisis management, However, the role of third-party organizations and the public besides the government should not be ignored. Therefore, for local governments, a comprehensive and comprehensive public crisis management system should be established to mobilize a wide range of social forces. To improve the ability of crisis management is the biggest challenge that the local government is facing. In order to build a perfect local public crisis management system, this paper combines the role of the third party organization and the public according to the situation of our country. At the same time, draw lessons from the typical cases of public crisis in western developed countries, put forward some measures: perfect the public crisis education system of multi-subject interaction, perfect the public crisis prevention mechanism of multi-subject participation; Improve the management of information in public crisis management, perfect the coordination system of public crisis management, hope that all measures can improve the overall ability of local government to resist social risks and disasters in crisis management to a certain extent.
