深圳市龙华新区政府培育社会组织的问题与对策研究

【摘要】：随着社会经济的日益发展,公民自治意识的觉醒,社会组织在社会管理中的重要作用日益凸显。20世纪80年代以来,我国社会组织获得了空前的发展。党的十八大提出,要发挥基层各类组织协同作用,实现政府管理和基层民主的有机结合,围绕构建中国特色社会组织社会管理体系,加快形成党委领导、政府负责、社会协同、公共参与、法治保障的社会管理体制,加快形成政社分开、权责明确、依法自治的现代社会组织体制。十八大对社会组织体制提出了清晰的政策指向,各地政府据此进一步深化社会组织培育政策,为社会组织的发展创造更大的发展空间。在我国各地政府的重视下,社会组织发展已渐入佳境,但依然存在着规模小、秩序乱、独立性弱、内部管理未及完善、自我造血能力较差等问题。社会组织的作用发挥仍未能达到预期,在参与社会管理及提供公共服务方面的效用仍有待挖掘。因此需要尽快完善政府培育社会组织的各项政策,构建科学有效的政府培育社会组织机制,引导各类社会组织加强自身内部建设,推动社会组织健康发展。本文以深圳市龙华新区培育社会组织经验为案例,在梳理龙华新区社会组织发展历程和现状的基础上,总结提炼龙华新区政府培育社会组织经验。研究发现龙华新区政府在充分沿用传统的政府培育社会组织措施的基础上,设立龙华新区社会组织孵化中心作为落地各项扶持政策的载体,建立社会组织总会促进新区社会组织自我服务及形成自律,借助公益创投项目提升社会组织能力建设,并出台系列政策给予社会组织资金、人才、内部管理等方面的支持。本文通过研究龙华新区培育社会组织这一典型案例,对龙华新区培育社会组织机制的结构及各项政策设计所产生的作用及成效进行分析,针对目前存在的问题给出对策,籍此对我国政府培育社会组织工作提出一些具有实践性的建议。
[Abstract]:With the development of social economy and the awakening of citizen's sense of autonomy, the important role of social organizations in social management has become increasingly prominent since 80s. Since 80s, social organizations in our country have achieved unprecedented development. It is necessary to give full play to the synergy of grass-roots organizations, to realize the organic combination of government management and grass-roots democracy, to build a social management system of social organizations with Chinese characteristics, and to accelerate the formation of party committee leadership, government responsibility, social coordination, and public participation. The social management system guaranteed by the rule of law, speeding up the formation of a modern social organization system with separate administration and social cooperation, clear powers and responsibilities, and autonomy according to law. The 18 National Congress has put forward clear policy directions to the social organization system. According to this, the local governments have further deepened the policy of fostering social organizations to create greater development space for the development of social organizations. With the attention of the local governments in China, the development of social organizations has gradually improved, but there is still a small scale and chaotic order. Independence is weak, internal management is not perfect, self-hematopoiesis ability is poor, and the role of social organizations is still not up to expectations. The utility of participating in social management and providing public services is still to be explored. Therefore, it is necessary to improve the policies of the government to cultivate social organizations as soon as possible, and to construct a scientific and effective mechanism for the cultivation of social organizations by the government. To guide all kinds of social organizations to strengthen their own internal construction and promote the healthy development of social organizations. This paper takes the experience of cultivating social organizations in Longhua New District of Shenzhen as a case study, on the basis of combing the development history and present situation of social organizations in Longhua New area. Summing up and refining the experience of the government of Longhua New District in cultivating social organizations. The study found that the government of Longhua New District has fully followed the traditional measures of cultivating social organizations, Set up social organization incubation center of Longhua New area as carrier of various supporting policies, set up social organization association to promote self-service and self-discipline of social organization in the new district, and promote social organization capacity building by means of public venture capital project. And issued a series of policies to give social organizations funds, talents, internal management and other aspects of support. This paper through the study of Longhua New area to cultivate the typical case of social organizations, This paper analyzes the structure of cultivating social organization mechanism and the effect and effect of various policy design in Longhua New area, and puts forward some countermeasures against the existing problems. Therefore, some practical suggestions are put forward for our government to cultivate social organizations.
