常州市道路交通应急预案辅助决策系统设计与实现

【摘要】:城市道路交通具有高密度、高复杂性特点,近年来我国城市道路交通紧急事件呈现高发性态势,给人民生命财产带来了惨重损失。道路交通紧急事件应急管理需要以应急预案为依据,处置过程涉及复杂的人员和物资的派遣调度,需要管理人员进行复杂的应急决策,不同的职能部门、众多的参与人员需要一种有效的信息传递和共享方式,因此建立一种操作灵活、使用方便、可行性高的道路交通应急预案辅助决策系统,成为当前城市道路交通应急管理工作的迫切需要。本文首先就目前道路交通应急预案存在的主要问题进行了分析,指出可以通过建立一体化的决策支持平台进行解决,并介绍了应急预案数字化技术和紧急事件辅助决策系统的研究现状。然后介绍了系统设计与实现所需的主要理论与关键技术,并对将基于范例推理的智能决策支持系统应用于道路交通紧急事件的辅助决策的可行性作了分析论证。之后在对应急管理业务进行全面分析的基础上,提出了建设常州市道路交通应急预案辅助决策系统的需求分析。在系统设计部分,采用面向对象的方法完成了应急预案的数字化表述工作,并设计了基于关系型数据库的预案存储模型,预案范例基类规定了纳入本系统的紧急事件类型的框架约束。范例推理生成应急预案的过程中使用k-NN算法实现预案检索,综合利用决策知识库中的范例修正知识库和地图API中的路径规划对象完成预案检索结果的修正,之后完成了系统主要功能模块设计和系统数据库设计。文章最后综合运用ASP.NET、AJAX、百度地图API等技术完成了系统的实现工作,系统提供了完整的常州市道路交通紧急事件应急管理与应急查询功能,可通过Web浏览器和移动终端实现系统接入,通过地图API和基于HTML5的浏览器定位等技术实现了事件快速准确接报、救援路径规划与导航、应急过程动态监控、可视化资源分布查询和事故黑点分析等功能。在全文结尾对本文所做工作进行了总结与展望。
[Abstract]:Urban road traffic is characterized by high density and high complexity. In recent years, urban road traffic emergencies in China show a high incidence trend. The emergency management of road traffic emergency needs to be based on emergency plan, the disposal process involves the dispatch of complex personnel and materials, and needs management personnel to make complex emergency decisions. Different functional departments and many participants need an effective way of information transmission and sharing. Therefore, an auxiliary decision-making system for road traffic emergency plan is established, which is flexible in operation, convenient in use and high in feasibility. This paper first analyzes the main problems existing in the current road traffic emergency plan, and points out that it can be solved by establishing an integrated decision support platform. This paper also introduces the research status of digitized emergency plan and emergency auxiliary decision system, and then introduces the main theories and key technologies needed for the design and implementation of the system. The feasibility of applying the Case-Based reasoning (CBR) intelligent decision support system to the auxiliary decision making of road traffic emergency is analyzed and demonstrated. Then, on the basis of the comprehensive analysis of the emergency management business, the paper analyzes the feasibility of applying the Case-Based Intelligent decision support system to the emergency decision support system. This paper puts forward the requirement analysis of constructing the auxiliary decision system of emergency plan of traffic emergency in Changzhou city. In the part of system design, the digitized expression of emergency plan is accomplished by using object-oriented method. A storage model of contingency plan based on relational database is designed. The base class of case planning defines the framework constraints of the type of emergency event included in the system. The k-NN algorithm is used in the process of generating emergency plan by case-based reasoning. Using the case correction knowledge base in the decision knowledge base and the path planning object in the map API to complete the revision of the retrieval result of the plan, After that, the main function modules of the system and the design of the system database are completed. Finally, the implementation of the system is completed by using ASP. Net Ajax, Baidu map API and other technologies. The system provides complete emergency management and query function of traffic emergency in Changzhou city. The system can be accessed through Web browser and mobile terminal. Through the technologies of map API and browser location based on HTML5, the rapid and accurate reporting of events, rescue path planning and navigation, and dynamic monitoring of emergency process are realized. At the end of this paper, the work done in this paper is summarized and prospected.
