历史惯性与制度弹性:影响民族区域自治制度优越性发挥的制约因素

【摘要】：民族区域自治制度作为我国的基本政治制度,是对传统政治制度的重要的超越,具有极大的优越性。但由于历史和社会条件限制,其优越性的发挥受到历史惯性和制度弹性的限制,因此,要充分发挥民族区域自治制度的优越性,需要进一步克服历史惯性和廓清制度弹性。其一,要划定底线,明确民族区域自治制度的刚性要求;其二,要扩大弹性空间,增强民族区域自治制度的适应性;其三,要厘清权利与权力,严格界定"自治权";其四,做好干部和群众工作,夯实民族区域自治制度的社会基础。
[Abstract]:As the basic political system of our country, the system of regional national autonomy is an important surpassing of the traditional political system and has great superiority, but due to the historical and social conditions, The exertion of its superiority is limited by historical inertia and institutional flexibility. Therefore, in order to give full play to the superiority of the system of regional national autonomy, it is necessary to further overcome historical inertia and clarify institutional flexibility. To clarify the rigid requirements of the system of regional national autonomy; second, to expand the flexible space and enhance the adaptability of the system of regional national autonomy; third, to clarify the rights and powers and strictly define the "right of autonomy"; fourth, to do a good job in the work of cadres and the masses. Consolidate the social foundation of regional national autonomy system.
