【摘要】：中国红十字会是我国最大的全国性慈善组织机构,是现代社会构成的重要组成部分。红十字会秉承人道、公正、中立、独立、志愿服务、统一和普遍的基本原则,在为社会提供公益服务的同时,也是政府职能的补充和延伸。红十字会的发展在政府职能转变建设中扮演着重要的角色,也在社会公众的生活中扮演着越来越重要的角色。随着政府职能的不断转变和社会发展的不断深入,红十字会也面临着更多的挑战和发展危机。首当其冲的便是红十字会的筹资问题,资金与资源的筹集是红十字会开展一切活动的前提要素,所以要解决好目前我国红十字会发展所面临的问题,首先要解决好筹资问题。中国红十字会是典型的半官方非营利组织,其发展主要是依靠政府的支撑和扶持。在红十字会的发展历程中,正是由于政府作为其强大的后盾保障,红十字会较其他慈善机构或者非营利组织来讲,往往容易忽视对自身发展过程中存在问题的审视。红十字会筹资过程中所暴露的问题,也更多的受到了公众与媒体的关注。就目前我国红十字会的筹资策略来讲,其筹资问题主要集中在相关政策机制的不够健全、缺乏专业的筹资人才以及社会公信度偏低等方面。红十字会筹资难己成为阻碍和影响其发展的首要因素和关键性障碍。本文以红十字会的筹资问题为研究对象。在参考国内外相关文献和研究成果的基础上,对影响我国当前红十字会筹资的原因和红十字会的发展现状做了相关分析。通过分析找到红十字会目前筹资发展中存在的问题,最后针对红十字会筹资所遇到的问题和原因提出了相应的解决对策。
[Abstract]:The Red Cross Society of China is the largest national charity organization in China and an important part of the modern society. The Red Cross Society adheres to the basic principles of humanity, impartiality, neutrality, independence, voluntary service, unity and universality. The development of the Red Cross Society plays an important role in the transformation and construction of government functions. Also playing a more and more important role in the life of the public. With the continuous changes of government functions and the deepening of social development, The Red Cross is also facing more challenges and development crises. The first thing to bear the brunt is the financing of the Red Cross, which is the prerequisite for all activities of the Red Cross. Therefore, in order to solve the problems faced by the Red Cross Society in our country at present, we must first solve the problem of financing. The Red Cross Society of China is a typical semi-official non-profit organization. Its development mainly depends on the support and support of the government. In the course of the Red Cross's development, it is precisely because the government serves as its strong backing that the Red Cross Society is more concerned than other charitable organizations or non-profit organizations. It is often easy to ignore the examination of the problems existing in the process of its own development. The problems exposed in the process of raising funds from the Red Cross also receive more attention from the public and the media. As far as the current financing strategy of our country's Red Cross is concerned, Its financing problems mainly focus on the inadequacy of relevant policy mechanisms, The lack of professional fund-raising talents and the low degree of social public trust, etc. The difficulty of Red Cross financing has become the primary factor and key obstacle to hinder and influence its development. This paper takes the financing of Red Cross as the research object. On the basis of reference to relevant literature and research results at home and abroad, This paper makes a related analysis on the reasons that affect the financing of the Red Cross and the current situation of the development of the Red Cross in China. Through the analysis, we find out the problems existing in the development of the current financing of the Red Cross. Finally, the paper puts forward the corresponding solutions to the problems and causes of Red Cross financing.
