【摘要】:古人云:为政之道,首重择人,更在以考举人。如今,我国基层公务员考试录用的发展与完善对于国家机关招募优秀人才、建设“高素质、高水平、专业化”的基层公务员队伍有着重要的现实意义,并且有效地实现公民积极参与国家事务管理这一宪法的权利。我国基层公务员考试录用工作在经历历史沿革之后,正在逐步趋于完善,已经有了明确的体制构架和比较严谨的运行程序,使一批优秀人才脱颖而出,并促进了政府基层乡镇机关的廉政建设,对基层公务员考试录用制度起着重大的现实意义。本文主要概况:第一部分写的是我国基层公务员考试录用的相关概念与理论基础,讲述我国基层公务员、考试录用的概念和公平竞争理论、人才测评理论、人本主义行政理论。第二部分写的是我国基层公务员考试录用的演变过程和基本经验,讲述我国基层公务员考试录用的演变过程从初步探索到调整完善,并促进和完善我国基层公务员考试录用的相关规章制度。第三部分写的是我国基层公务员考试录用存在的问题与原因分析,从考生来源渠道单一、缺乏科学性、面试环节不公平这三个方面入手研究存在的问题。原因分析则是政策导向不正确、缺乏系统的考试引导、面试缺乏科学的方法。第四部分写的是完善我国基层公务员考试录用的基本对策。包含四点:第一,要拓宽我国基层公务员报考渠道。第二,完善公平竞争性笔试内容。第三要加强面试环节的科学性与实用性。第四,建立健全我国基层公务员考试录用制度体系。因此,我们要全方位的提高基层公务员考试录用的质量与水平,使得考试录用的工作更加趋向于规范、公平、公正与科学,并优化和完善我国基层公务员考试录用环节,从而为我国基层政府的廉政化建设做出贡献,并提供重要的理论基础。
[Abstract]:The ancients said: "the way of government is to choose the first person, and the first to choose people, and even more in the examination. Now, the development and perfection of the recruitment of civil servants at the grass-roots level in our country has made it possible for state organs to recruit outstanding talents and to build" high quality and high standards. " The professionalization of the grass-roots civil servants has important practical significance, and effectively realizes the constitutional right of citizens to participate actively in the management of state affairs. It is gradually becoming more and more perfect, with a clear institutional framework and more stringent operating procedures, which has made a group of outstanding talents stand out and promoted the building of a clean and honest government at the grass-roots level of the government. It is of great practical significance to the examination and employment system of grass-roots civil servants. The main survey of this paper is as follows: the first part is about the related concepts and theoretical basis of the examination and employment of grass-roots civil servants in our country, and tells about the basic civil servants in our country. The concept of examination employment and fair competition theory, the theory of talent evaluation, the theory of humanism administration. The second part describes the evolution process and basic experience of the examination and recruitment of grass-roots civil servants in our country. This paper tells about the evolution process of examination and employment of civil servants at the grass-roots level in China, from preliminary exploration to adjustment and perfection. And promote and perfect the relevant rules and regulations of the examination of civil servants at the grass-roots level in our country. The third part is the analysis of the problems and causes of the recruitment of civil servants at the grass-roots level in our country, which has a single source of candidates and lacks of scientific nature. The analysis of the reasons is that the policy guidance is not correct, the lack of systematic examination guidance, Interview lack of scientific methods. 4th part is written is to improve the basic measures to recruit grass-roots civil servants examination. Contains four points: first, to broaden the channels of grass-roots civil servants in China. Second, Improve fair and competitive written examination content. Third, strengthen the scientific and practical aspects of interview. 4th, establish and improve the system of examination and employment of grass-roots civil servants in China. We need to improve the quality and level of examination recruitment for grass-roots civil servants in all directions, so as to make the examination recruitment work more standardized, fair, just and scientific, and to optimize and improve the examination and recruitment of grass-roots civil servants in our country. So as to make contributions to the construction of clean government and provide an important theoretical basis.
