甘肃省地震应急管理生活救助机制研究

【摘要】：2008年5月12日14时28分,四川汶川发生8.0级强烈地震,甘肃省受到波及破坏,人民群众生命财产遭受重大损失,受灾范围之广、破坏之大、损失之重、重建之难在甘肃省历史上是罕见的。震后,甘肃省政府成立相应组织机构,积极组织抢险救灾等各方面的工作。但通过总结分析,甘肃省在地震应急生活救助方面还有很多不足,如地震应急生活救助机制尚不完善,地震应急管理组织体系尚不完善,应急生活救助尚需科学规划,应急生活救助准备工作存在不足之处,地震应急生活救助工作专业人才匮乏等,一旦遇有破坏性地震发生时,这些问题直接关系到人民生命及财产的安全。本文首先对现有研究成果进行整理,主要包括对我国现有地震应急生活救助机制建设实践经验总结,并对甘肃省政府地震应急管理生活救助机制问题进行了研究。其次,基于汶川地震生活救助为例,对甘肃省政府应急管理生活救助机制存在的问题进行分析,并借鉴学习美国、日本等发达国家以及玉树地震应急管理生活救助机制的成功经验,提出了相应的对策和建议,对发展一个更有效的应急管理生活救助机制的以应对突如其来的地震灾害打下一定基础,提高政府应急生活救助能力。
[Abstract]:At 14:28 on May 12th 2008, a strong earthquake of magnitude 8.0 occurred in Wenchuan, Sichuan Province. Gansu Province was affected and destroyed. The lives and property of the people suffered heavy losses, and the scope of the disaster was extensive, the damage was great and the losses were heavy. The difficulty of reconstruction is rare in the history of Gansu Province. After the earthquake, the Gansu Provincial Government set up corresponding organizations to actively organize the work of rescue and disaster relief. However, through summing up and analyzing, Gansu Province still has many shortcomings in earthquake emergency life relief, such as earthquake emergency life rescue mechanism is not perfect, earthquake emergency management system is not perfect, emergency life rescue still needs scientific planning. There are deficiencies in emergency life rescue preparations, lack of professionals in earthquake emergency life rescue work, and so on. Once a destructive earthquake occurs, These problems are directly related to the safety of people's lives and property. First of all, this paper collates the existing research results, mainly includes summing up the practical experience of the construction of the existing earthquake emergency life relief mechanism in China. Secondly, based on the case of Wenchuan earthquake, the paper analyzes the problems existing in the emergency management and life relief mechanism of Gansu provincial government, and learns from the United States. Japan and other developed countries, as well as the successful experience of Yushu earthquake emergency management and life relief mechanism, put forward the corresponding countermeasures and suggestions. It will lay a foundation for the development of a more effective emergency management and life relief mechanism to deal with sudden earthquake disasters, and improve the government's ability of emergency life relief.
