【摘要】：改革开放以来,为了更好地适应社会政治、经济的发展,国家行政管理体制也在不停地改革。因此,近几年关于各级政府行政管理体制的改革受到了越来越多人的关注,本人作为乡镇的一名领导干部,则更加注重的是乡镇行政管理体制改革,所以这次我选的课题便是《我国乡镇行政管理体制改革方向及对策研究》。从理论现实意义来看,完善乡镇行政管理体制改革,顺应了社会的发展趋势,从社会价值层次来看,乡镇政府在整个行政管理系统中处于整体管理与局部管理,直接管理与间接管理的一个重要的行政地位,对于深化农村改革,统筹城乡发展,促进社会进步起着积极作用,这些无疑标志着乡镇行政管理体制改革在社会主义新农村建设中扮演着十分重要的角色,有着不可替代的作用。然而在历年的乡镇行政管理体制改革中存在的一些问题,直接或间接地导致乡镇政府职能发挥受阻,因此正确认识和分析现行乡镇行政管理体制改革中存在问题,并结合现有的政治经济和社会发展的需要,明确我国现有农村基层管理体制改革的方向,对进一步完善乡镇行政管理体制改革有很大的意义,也将成为行政管理体制改革中的一个非常重要的课题。本文是受到在乡镇工作经历的启发,试图对现行乡镇行政管理体制进行改革,改变目前乡镇政府运行现状,并通过改革开放三十年来,我国乡镇行政管理体制改革演变的过程中存在的问题做为切入点,并针对这些问题以及现有体制运行过程中存在的弊病进行分析寻求新的改革方向,探索新的对策,从而塑造一个全新服务型乡镇管理体制来推动社会主义新农村建设。在经过反复思考之后,最终决定本文将分五个章节来进行阐述,我国乡镇行政管理体制改革最终目的是为了社会主义政治和经济的发展需要来进行的,因此随着社会经济的发展改革不断的向前行进,研究领域就要不停的探索和改革打造高效廉洁,为民服务的高品质政府。
[Abstract]:Since the reform and opening up, in order to better adapt to the development of social politics and economy, the national administrative system has been constantly reformed. Therefore, in recent years, more and more people have paid attention to the reform of the administrative management system at all levels of government. As a leading cadre in a township, I pay more attention to the reform of the township administration system. Therefore, the topic I have chosen this time is "Research on the Direction and Countermeasures of the Reform of the Township Administration system in China". From the point of view of theoretical and practical significance, Perfecting the reform of the township administration system conforms to the development trend of the society. From the social value level, the township government is in the overall management and partial management in the whole administrative management system. An important administrative position of direct and indirect management plays a positive role in deepening rural reform, coordinating urban and rural development, and promoting social progress. These undoubtedly indicate that the reform of township administration system plays a very important role and plays an irreplaceable role in the construction of new socialist countryside. However, there are some problems existing in the reform of township administration system over the years. It directly or indirectly leads to the hindrance of the function of township government, so we should correctly understand and analyze the problems existing in the reform of the current township administration system, and combine the existing needs of political, economic and social development. It is of great significance to clarify the direction of the reform of the rural grass-roots management system in China, which is of great significance to the further improvement of the reform of the township administration system. It will also become a very important subject in the reform of the administrative system. This article is inspired by the experience of working in villages and towns, trying to reform the current township administration system and change the current situation of township government operation. And through 30 years of reform and opening up, the problems existing in the process of the reform and evolution of the township administration system in China are taken as the starting point, and the problems and shortcomings existing in the operation of the existing system are analyzed to seek a new direction of reform. Explore new countermeasures, thus shape a new service-oriented township management system to promote the construction of a new socialist countryside. After repeated thinking, it is decided that this article will be divided into five chapters to elaborate. The ultimate goal of the reform of the township administration system in China is to carry out the reform for the needs of socialist political and economic development, so with the development of social and economic reform, The research field should continue to explore and reform to create a high-quality government that is efficient and clean and serves the people.
