中国对外贸易政策制定和执行中政府行为探析

【摘要】：由于对外贸易政策选择的原则表现为至高无上的国家利益，而国家利益的载体和维护者只有一国政府才能担当。所以，贸易政策的选择和实施必然带有政府行为的深深烙印。伴随着世界经济的不断发展，各国政府在面临着许多挑战的同时，政府行为在制定和执行外贸政策中的水平及影响作用也不断提升。新中国成立后，，我国外贸政策进入了不断演进的漫长过程。国内对我国外贸政策中政府行为的研究范围比较分散且缺乏系统性，在政府动因与制约因素等方面仍存在不足。本文在理论层面抽象概括对外贸易政策中政府行为的理论分析和影响因素的基础上，结合金融危机下政府行为的实际运行效果，从实务角度加以详细阐述，并针对不足之处提出了相应的政策建议。总的来说，为了中国经济的进一步发展，政府要深化外贸体制改革，实行有管理的贸易自由化政策并建立良好的外贸秩序。
[Abstract]:The principle of choice of foreign trade policy for the supreme national interests and the interests of the state vector and the maintenance of a government can only play. Therefore, brand choice and implementation of trade policy inevitable with government behavior deeply. Along with the continuous development of the world economy, governments are facing many challenges at the same time, the government the behavior is also rising in the formulation and implementation level and the effect of foreign trade policy in the new Chinese. After the establishment of the foreign trade policy of China entered a long process of evolution. The research scope of government behavior in China's foreign trade policy in the scattered and lack of systematic, in terms of government motivation and constraints is still insufficient based on the theoretical analysis of factors. And the influence of government behavior in the theoretical level of abstraction in the foreign trade policy, combined with the government behavior under the financial crisis The actual operation results, elaborate from the angle of practice, and put forward the corresponding policy recommendations for the inadequacies. In general, in order to further the development of China economy, the government should deepen the reform of foreign trade system, the implementation of trade liberalization policies and establish good trade order.
