大数据环境下我国政府数据开放平台建设策略研究

【摘要】：对于拥有丰富数据资源的政府来说,大数据时代的到来,必然会推动政府信息公开走向政府数据开放,同时,随着社会的进步与发展,公众的数据意识与社会的数据需求也逐渐提升,对政府开放数据的及时性和数据准确度的要求也越来越严格。政府数据开放平台,通过收集、整合政府、各个企业、各大院校和各类科研机构等的开放数据,采集互联网、物联网的各类动态实时数据,经济社会的数据结构将更为精准,为经济社会的分析预测提供更为准确的依据。因此政府数据开放平台的建设成为了大势所趋,这不仅能够提升政府决策能力,提升政府公共服务水平,还能够促进政府与公众互动,提高公民的参与度。首先,本文详细阐述了大数据以及我国政府数据开放研究背景,并在此基础上,对大数据环境以及大数据环境下我国政府数据开放平台的概念及相关理论进行了整理,总结归纳了大数据环境下我国政府数据开放平台建设面临的机遇和挑战。其次,分析目前大数据环境下我国政府数据开放平台建设的现状,从全国性开放平台层面上对中国政府信息公开整合服务平台进行分析;从经济、文化、政治中心的角度对北京市政务资源网进行分析;从大数据技术较为重视地区的角度对贵阳市政府数据开放平台进行分析;从在已有开放平台的基础上对最新建立广东省政府数据统一开放平台进行分析,分析要素包括目前已取得的成绩、存在的问题以及问题的原因。最后,根据大数据的特点,并结合我国政府数据开放平台的现状,从自身基础建设、功能建设、制度保障、人才储备和社会各界重视度五个方面对完善大数据环境下的我国政府数据开放平台建设提出了建议,保障政府数据开放平台的建设。
[Abstract]:For the rich data resources of the government, the big data era, will promote the disclosure of government information to open government data, at the same time, with the development of society, consciousness of data and the public data requirements are gradually improved, requirements of open government data timeliness and accuracy of the data is more and more strict open platform, through government data collection, integration of government, enterprises, open data, universities and scientific research institutions such as the acquisition of the Internet, real-time dynamic data of all kinds of things, the data structure of economy and society will be more accurate, provide more accurate basis for the analysis of social and economic forecasting. So the construction of open government data platform has become represent the general trend, which can not only enhance the government decision-making ability, enhancing the level of public services, but also can promote the interaction between government and public administration,. High participation of citizens. Firstly, this paper describes the data and our open government data research background, and on this basis, the concept of data open platform of our government's big data environment and data environment and related theory were summarized, summed up China's open government data platform construction faces the data under the environment of opportunities and challenges. Secondly, the analysis of the current environment of big data, the status quo of China's open government data platform construction, carries on the analysis from the national level open platform to integrate public service platform for Chinese government information; from the economic, cultural and political center of government resources in Beijing city were analyzed from the network; pay more attention to data technology carries on the analysis to the open platform of Guiyang municipal government from the perspective of data area; based on the existing open platform for the newly established Guangdong provincial government data system An open platform is analyzed, including the current achievement factor analysis, the problems and the reasons. Finally, according to the characteristics of big data, combined with the status quo of data open platform of our government, from their own infrastructure, function construction, system guarantee, talent reserve and social attention from all walks of life of the five aspects of the perfect big data in China under the environment of open government data platform construction and puts forward some suggestions, guarantee to the construction of an open government data platform.
