天津市人民政协参与社会治理的经验和改进措施

【摘要】：党的十八届三中全会通过的《中共中央关于全面深化改革若干重大问题的决定》要求通过改革创新,实现从社会管理向社会治理的转变。我国正处于经济转轨、社会转型的关键时期,各种利益诉求不断、各种社会矛盾凸显,使得社会治理已上升至国家战略层面。地方人民政协作为开展政治协商、民主监督和参政议政的政治组织,理应在社会治理中发挥一定的作用,而天津市作为我国环渤海经济圈中的重要城市,天津市人民政协也已经开启了参与社会治理的实践,为社会治理做出了贡献。本文以天津市人民政协参与社会治理问题为研究对象,共分为四个部分。第一部分从理论和实践两个层面指出地方人民政协是社会治理的重要参与主体。政府主导的社会治理需要多元主体参与,是政府主导的社会互动过程。而人民政协作为我国爱国统一战线组织,也必定是参与社会治理的重要力量。而且地方人民政协所具有的凝心聚力的性质优势、界别组织的结构优势、民主协商的功能优势和联系广泛的渠道优势,也为地方人民政协参与社会治理奠定了基础,提供了重要保障,并已经在社会治理实践中发挥了重要作用。文章第二部分根据天津市人民政协参与社会治理的实际情况,用案例及相应数据阐述天津市人民政协参与社会治理的经验,总结出天津市人民政协参与社会治理的四个主要途径：专题协商、对口协商、界别协商和提案办理协商,并在现有研究成果及实践成果的基础上,挖掘出天津市人民政协参与社会治理的内在潜力,把握好天津市人民政协参与社会治理的发展趋势及要求。第三部分在了解了天津市人民政协参与社会治理的具体做法的基础上,找出天津市人民政协参与社会治理过程中存在的问题,并进行原因分析。第四部分针对存在的问题,为天津市人民政协更广泛、更深入地参与社会治理提出改进建议。在未来工作中,天津市人民政协要把参与社会治理作为履职重点,把社会治理纳入协商议题；促进社会协同和公众参与,助推社会治理格局完善；加强调研,促进重大政府主导的社会治理决策民主化、科学化；深入基层深入群众,构筑沟通平台,有效传递群众呼声；扩大社会各界别有序政治参与,营造良好的社会氛围。

This paper takes Tianjin city CPPCC to participate in social governance as the research object, is divided into four parts. The first part from two aspects of theory and practice and points out that the local CPPCC is an important subject in social governance.
