赤峰市政府机关公务员培训现状、问题及对策研究

【摘要】:中国共产党第十八届四中全会确立了全面推进依法治国的重大战略部署,明确要求坚持依法治国、依法执政、依法行政共同推进,坚持法治国家、法治政府、法治社会一体建设,公务员作为国家政府机关的领导者和组织者,肩负着全面推进依法治国方略的首要职责。自《中华人民共和国公务员法》颁布实施九年来,赤峰市政府机关公务员培训工作逐步走向规范化、制度化,通过培训进一步提高了自身的政治理论素质、提升了组织、管理、协调能力和执行的能力,增强了公仆意识、责任意识和依法行政意识。本文以坚持邓小平理论、“三个代表”重要思想和科学发展观为指导,按照新一轮大规模培训公务员、大幅度提高干部队伍素质的战略部署,结合赤峰市政府机关公务员工作的实际,描述了公务员的培训的现状,对出现的问题进行归纳,对比国外先进经验,获取了良好启示,为今后的培训工作提出可行性对策和建议,来全面提升机关公务员队伍整体素质,为赤峰市经济社会发展提供坚强的思想政治保证、人才保证和智力支持。
[Abstract]:The fourth Plenary session of the 18th Central Committee of the Communist Party of China has established a major strategic plan for comprehensively promoting the rule of law, explicitly demanding that the country be ruled by law, be in power according to law, work together to administer according to law, and adhere to the rule of law state and government ruled by law. Civil servants, as leaders and organizers of state government organs, shoulder the primary responsibility of comprehensively promoting the strategy of governing the country according to law. Nine years since the promulgation and implementation of the Civil servants Law of the people's Republic of China, The training of civil servants in government organs in Chifeng has gradually moved towards standardization and institutionalization. Through the training, the quality of political theory has been further improved, the ability of organization, management, coordination and execution has been enhanced, and the awareness of public servants has been enhanced. Under the guidance of Deng Xiaoping's theory, the important thought of "three represents" and the scientific concept of development, this paper, in accordance with the new round of large-scale training of civil servants, will greatly improve the quality of the cadres. Combined with the actual work of civil servants in government organs in Chifeng, this paper describes the current situation of civil servants' training, sums up the existing problems, compares the advanced experience of foreign countries, and obtains good enlightenment. The paper puts forward some feasible countermeasures and suggestions for the training work in the future in order to improve the overall quality of the civil servants and provide strong ideological and political guarantee, talent guarantee and intellectual support for the economic and social development of Chifeng City.
