政府干预如何影响政府信任评价:来自中国的微观经验

【摘要】：文章利用WVS(World Value Survey)数据1990~2012年四次大规模微观调查数据,实证分析了政府干预对政府信任评价的影响和传导机制。理论分析发现:如果政府干预对市场失灵的"减损"效应占主导地位,则政府干预有利于增加政府信任评价;如果政府干预产生的超额负担超过其"减损"效应,则加大政府干预将降低政府信任评价。文章认为,为了增进政府信任评价,政府应根据宏观经济形势灵活运用干预手段,公共支出的干预重点应主要集中于保障城乡公共服务均等化以及优化社会收入分配机制,同时构建公开、透明的制度体系,大力培养信息监督媒介。
[Abstract]:Based on WVS(World Value survey data, four large scale microscopic surveys were conducted from 1990 to 2012. The paper empirically analyzes the influence and transmission mechanism of government intervention on the evaluation of government trust. The theoretical analysis shows that if the "impairment" effect of government intervention on market failure is dominant, then government intervention is beneficial to increase the evaluation of government trust; If the excess burden of government intervention exceeds its "impairment" effect, the assessment of government trust will be reduced by increasing government intervention. In order to enhance the evaluation of government trust, the government should flexibly use intervention means according to the macroeconomic situation. The intervention of public expenditure should focus on ensuring the equalization of urban and rural public services and optimizing the mechanism of social income distribution. At the same time, it should construct an open and transparent system and train the information supervision media.
