瓜州移民社区社会保障服务网络构建研究

【摘要】：随着瓜州移民社区经济的不断发展,社区居民的生活质量得到了迅速提升,仅仅依靠经济保障无法有效满足社区居民日益增长的物质文化需要,居民对社会保障服务的需求也在快速的增长。社会保障服务是政府提供的一种服务,旨在从多方面多角度为社区居民提供优质的服务。其对全面建成小康社会与实现城乡居民公共服务均等化具有重要的意义。本研究主要以甘肃省瓜州移民社区的社会保障服务网络为研究对象,旨在了解瓜州移民社区社会保障服务网络发展现状,分析社会保障服务网络缺失的表现及其成因,探索构建适合瓜州移民社区的社会保障服务网络。本文的调查随机抽取瓜州县双塔乡和广至藏族乡50户进行了调查研究,通过发放调查问卷和进行深入访谈,收集最原始的资料,了解社区社会保障服务网络发展的现状。通过实地调研发现,当前瓜州移民社区社会保障服务提供主体和资金来源渠道单一、社区社会保障服务项目少,供需矛盾突出、社区社会保障服务人员少且缺乏专业性、社区社会保障服务参与程度低、社区社会保障服务居民满意度较低,社区社会保障服务网络处于缺失的状态。为了提升社区居民的生活质量,满足社区居民多样化、多层次的服务需求,本文试图构建符合瓜州移民社区“社情”的社会保障服务网络。本文社区社会保障服务网络的构建遵循四个原则,即系统性原则、顾客导向原则、精细管理原则和服务适度市场化和社会化原则;社区社会保障服务网络由四个要素构成,包括动力性要素社区居民的需求、主导性要素政府的领导、关键性要素多元供给和支撑性要素信息的共享。瓜州移民社区社会保障服务网络的构建,社区居民的服务需求是社会保障服务网络构建的动力性要素,社会保障服务网络的运行以满足社区居民需求为基本目标;政府的领导是社会保障服务网络构建的主导性要素,社会保障服务网络的构建需要政府的指导和支持,政府的主导作用主要体现在三个方面,即财政资金的支持、服务主体的培育和服务的监督;多元供给是社会保障服务网络构建的关键性要素,只有多元主体共同提供社会保障服务,才能实现服务的多样化;服务信息的共享是社会保障服务网络构建的支撑性要素,使服务信息在服务主体和社区居民之间实现共享,为服务网络的运行提供信息的支撑,提高服务的效率和质量。
[Abstract]:With the continuous development of Guazhou immigrant community economy, the quality of life of community residents has been rapidly improved. Relying solely on economic security can not effectively meet the increasing material and cultural needs of community residents. The demand for social security services is also growing rapidly. Social security services are a kind of service provided by the government. The purpose of this study is to provide the community residents with high quality services from many aspects and many angles. It is of great significance to build a well-off society in an all-round way and to achieve the equalization of public services between urban and rural residents. This study mainly focuses on the immigration community of Guazhou in Gansu Province. Social security service network as the research object, In order to understand the current situation of the development of the social security service network in Guazhou immigrant community, and to analyze the manifestation and causes of the lack of the social security service network, To explore the construction of social security service network suitable for Guazhou immigrant community. This paper randomly selected 50 families from Shuangta Township and Guanzhou-Tibet Township in Guazhou County to conduct investigation and study, through the distribution of questionnaires and in-depth interviews, Collect the most primitive data, understand the current situation of the development of community social security service network. Through field research, we find that the main body of community social security service and the source of funds are single, and the community social security service project is few. The contradiction between supply and demand is prominent, the community social security service personnel are few and lack of professional, the community social security service participation degree is low, the community social security service resident satisfaction is low, The community social security service network is in a state of absence. In order to improve the quality of life of the community residents, to meet the diverse and multi-level service needs of the community residents, This paper attempts to construct the social security service network which accords with the "social situation" of Guazhou immigrant community. The construction of the community social security service network follows four principles, namely, systematic principle, customer oriented principle, and so on. The community social security service network is composed of four elements, including the demand of the community residents, the leadership of the leading factor government, the principle of fine management and the principle of appropriate marketization and socialization of the service. The construction of Guazhou immigrant community social security service network and the community residents' service demand are the dynamic elements of the social security service network construction. The basic goal of the social security service network is to meet the needs of the community residents, and the leadership of the government is the leading factor in the construction of the social security service network, and the construction of the social security service network needs the guidance and support of the government. The leading role of the government is mainly reflected in three aspects, namely, the support of financial funds, the cultivation of service subjects and the supervision of service, and the multiple supply is the key element of the construction of social security service network. Only when multiple subjects provide social security services together, can the service diversification be realized, and the sharing of service information is the supporting factor of the construction of social security service network, so that the service information can be shared between the service subjects and the residents of the community. Provide information support for the operation of service network, improve the efficiency and quality of service.
