民族区域自治制度在长阳土家族自治县的实践与发展

【摘要】：民族问题是社会发展总问题的重要部分,民族问题处理的好坏直接关系到执政党的执政地位和国家、民族的发展。民族区域自治制度是我国解决民族问题的创造性举措,也是经过历史检验的必然选择。我国少数民族在国家统一领导下,以少数民族聚居区为基础建立民族自治地方,设立自治机关,行使自治权利,实现少数民族人民当家作主的权利。本文在梳理我国民族区域自治制度发展历程的基础上,对长阳土家族自治县实施民族区域自治制度的历史进程和现实状况进行了实证研究,从民族区域自治的实践过程,主要是经济、文化、教育、少数民族队伍建设等方面对长阳土家族自治县发展和完善民族区域自治制度的实践进行了较为深入的探讨,分析经验和教训,提出相应的对策建议。本文认为,在长阳土家族自治县深入地开展马克思主义民族观、民族理论和中国共产党的民族政策宣传教育,深化各族人民对民族区域自治制度的认识,加快民族法制体系建设,加大少数民族干部队伍培养力度,是推进该县民族区域自治制度持续完善和经济社会跨越式发展的重要举措。长阳土家族自治县发展和完善民族区域自治制度的实践表明,民族区域自治制度是促进少数民族和民族地区发展的不可或缺的制度保障;在发展和完善民族区域自治制度方面,坚持党的领导是根本保证、实事求是是指导方针、发展经济是落实自治权利的抓手和根基。
[Abstract]:The national problem is an important part of the general problem of social development, and the quality of dealing with the national problem is directly related to the ruling position of the ruling party and the development of the nation. The system of regional national autonomy is a creative measure to solve the national problem in our country. Under the unified leadership of the state, ethnic minorities in China, under the unified leadership of the state, have established national autonomous areas, set up organs of self-government, and exercise their right to autonomy on the basis of areas inhabited by ethnic minorities. On the basis of combing the development course of regional national autonomy system in China, this paper makes an empirical study on the historical process and realistic situation of implementing regional national autonomy system in Changyang Tujia Autonomous County. From the aspects of economy, culture, education and the construction of minority groups, this paper makes a deep discussion on the practice of developing and perfecting the system of regional national autonomy in Changyang Tujia Autonomous County. This paper analyzes the experience and lessons, and puts forward the corresponding countermeasures and suggestions. This paper holds that the propaganda and education of Marxist national view, national theory and the national policy of the Communist Party of China should be carried out in Changyang Tujia Autonomous County. The people of all ethnic groups should deepen their understanding of the system of regional national autonomy, speed up the construction of the national legal system, and intensify the training of the contingent of cadres of ethnic minorities. It is an important measure to promote the continuous improvement of regional national autonomy system and the leapfrog development of economy and society. The practice of Changyang Tujia Autonomous County in developing and perfecting the system of regional national autonomy shows that, The system of regional ethnic autonomy is an indispensable institutional guarantee for promoting the development of ethnic minorities and ethnic regions. In the development and improvement of the system of regional autonomy for ethnic minorities, upholding the leadership of the Party is the fundamental guarantee, and seeking truth from facts is the guiding principle. Economic development is the implementation of the right to autonomy and the foundation.
