【摘要】：农村最低生活保障制度(以下简称"农村低保")是我国社会保障体系的重要组成部分,对农村困难群体的基本生活起到了"安全网"的作用,安徽省于2005年开始,先后在几个地市进行了农村低保的试点,2007年,在全省范围内建立了农村低保制度,该制度在实施九年以来,一直处于不断完善的过程中,2016年安徽省在最新颁布的《安徽省农村最低生活保障制度实施办法》中,明确提出要"建立动态管理机制,实现应保尽保"。虽然,动态管理在此之前已是农村低保制度管理应遵循的基本原则之一,但是,在制度的实际实施过程中,却一直存在这各种问题,如:农村居民家庭收入难以核算、低保对象认定不公平、退出机制不够完善、监督不到位等,因此,有必要建立和完善农村低保制度的动态管理机制,使农村低保制度能够做到公平、公正地为真正需要帮助的困难群体提供保障。本文以安徽省绩溪县为具体的研究对象,主要通过文献分析法、访谈法、个案分析法等收集相关的资料,在实地调研的基础上,了解绩溪县农村低保动态管理的基本情况,并从低保对象的认定、动态管理的退出机制以及动态管理的监督机制三个大方面来分析目前绩溪县农村低保动态管理存在的主要问题,根据存在的问题,从不同的角度有针对性地提出解决这些问题的有效方法,以期为绩溪县及其他县域农村低保制度动态管理工作提供参考与借鉴。
[Abstract]:The rural minimum living security system (hereinafter referred to as "rural minimum living security") is an important part of the social security system in China, which plays a role as a "safety net" for the basic life of rural disadvantaged groups. Anhui Province began in 2005. In 2007, a rural subsistence allowance system was established throughout the province. The system has been implemented for nine years. In 2016, Anhui Province, in the newly promulgated measures for the implementation of the Rural minimum living Security system of Anhui Province, explicitly proposed to "establish a dynamic management mechanism to realize the implementation of the guarantee system." Before this, dynamic management has been one of the basic principles of the rural minimum security system management, but in the actual implementation of the system, there have been various problems, such as: rural household income is difficult to calculate. Therefore, it is necessary to establish and improve the dynamic management mechanism of the rural minimum security system, so that the rural minimum security system can achieve fairness. This article takes Jixi County, Anhui Province as the concrete research object, mainly through the literature analysis method, the interview method, the case analysis method and so on collects the related data, on the basis of the field investigation, To understand the basic situation of dynamic management of minimum security in rural areas of Jixi County, and to identify the target of minimum living allowance, The exit mechanism of dynamic management and the supervision mechanism of dynamic management are analyzed to analyze the main problems existing in the dynamic management of rural minimum security in Jixi county, according to the existing problems. The effective methods to solve these problems are put forward from different angles in order to provide reference and reference for the dynamic management of rural minimum security system in Jixi county and other counties.
