安徽省政府向社会组织购买公共服务模式的研究

【摘要】:我国的市场经济在近些年显著增长,公共服务的社会需求量也随之越来越大,于是转变政府职能、创新社会管理、提高政府效率、发展公益事业、促进社会和谐等成为政府改革的主要目标。在政策倡导之下,各地区的社会组织如雨后春笋般,数量快速增多。政府也相继与社会组织展开合作,对政府购买社会服务进行探索,取得了广州模式、上海模式、深圳模式等瞩目成就。虽然安徽省社会组织发展以及政府购买公共服务的活动还处在起始阶段,但是也形成了值得关注的购买活动——合肥模式。目前安徽省购买服务的成绩多体现在针对以往存在的问题和不足所进行的制度完善,主要涉及三个方面:科学界定政府购买服务内容,规范操作流程,明确政府购买服务目标任务:遗憾的是政府向社会组织购买服务的固有顽疾仍然存在,需要借鉴我国成熟地区以及发达国家的购买经验,结合《新预算法》的实施,分阶段推进,继续完善购买制度及相关配套措施。通过对安徽省政府购买公共服务的决策参与者、安徽省具有代表性的几家社工机构负责人以及作者本人到合肥市社工机构工作的亲身体验,在对相关政策和文献的查阅、分析、研究的基础上,比较全面的总结了安徽省政府购买公共服务的运作模式,对存在的问题进行剖析,为安徽省政府购买公共服务的良好发展提出了相关的建议与想法。通过国外购买模式的经验与教训,得出了对安徽省政府购买公共服务的启示与借鉴。本文通过对相关政府文件和资料的分析与研究,发现安徽省政府在购买公共服务的发展上有了很大程度的进步,在科学界定政府购买服务内容、规范操作流程、明确政府购买服务目标任务这三个方面有了重要的突破,在购买规范、多方合作以及购买领域等方面都起到了示范作用。同时发现,政府购买服务的能力受购买服务的规模、购买服务的范围、购买服务的效率等影响,目前有所受限。购买服务过程中的竞争性受社会组织与政府之间关系的影响也有待于加强。而政府购买服务活动中的主力军一—社会组织,由于资历稍浅、专业化服务能力不足、自身缺乏监管力度等缺陷,使得整体提供公共服务的能力有待于提高。
[Abstract]:The market economy of our country has increased significantly in recent years, and the social demand for public services has also increased. As a result, government functions have been transformed, social management has been innovated, government efficiency has been improved, and public welfare undertakings have been developed. Promoting social harmony has become the main goal of government reform. Under the policy initiative, the number of social organizations in various regions has mushroomed. The government has also cooperated with social organizations one after another. We have explored the government's purchase of social services and achieved remarkable achievements such as the Guangzhou model, the Shanghai model, the Shenzhen model, etc. Although the development of social organizations in Anhui Province and the activities of the government to purchase public services are still in the initial stage, However, it has also formed a pattern of purchasing activities worthy of attention-Hefei. At present, the achievements of Anhui Province in purchasing services are mostly reflected in the improvement of the system aimed at the problems and deficiencies in the past. It mainly involves three aspects: defining the content of government purchase service scientifically, standardizing the operation flow, clarifying the target task of government purchase service: unfortunately, the inherent and persistent disease of government purchasing service from social organization still exists. It is necessary to draw lessons from the purchasing experience of China's mature regions and developed countries, combine with the implementation of the New Budget Law, push forward in stages, and continue to improve the purchase system and related supporting measures. Through the decision making participants of the Anhui Provincial Government to purchase public services, On the basis of the reference, analysis and study of the relevant policies and documents, the personal experience of several representative social work organizations in Anhui Province and the author himself working in the social work institutions of Hefei City is based on the reference, analysis and study of the relevant policies and documents. It summarizes the operating mode of Anhui provincial government purchasing public services, and analyzes the existing problems. Put forward relevant suggestions and ideas for the good development of Anhui provincial government purchasing public service. Through the analysis and study of the relevant government documents and materials, it is found that the Anhui provincial government has made great progress in the development of purchasing public services. There have been important breakthroughs in the three aspects of scientifically defining the content of government purchase services, standardizing the operation process, and clarifying the target tasks of government purchases of services. At the same time, it was found that the ability of the government to purchase services is affected by the scale of the services purchased, the scope of the services purchased, and the efficiency of the services purchased. At present, there are some restrictions. The competitiveness in the process of purchasing services is also affected by the relationship between the social organizations and the government. The deficiency of professional service capacity and its own lack of supervision makes the overall ability of providing public service to be improved.
