新时代政府与市场关系的再诠释——基于经济风险化解与政府职能转变的分析

【摘要】:中国经济进入新常态以来,宏观经济出现了以经济增速下滑、杠杆率上升以及政策空间收窄为特征的联动性风险,对新时代中国经济的持续健康发展提出了全新挑战。笔者认为,中国的联动性风险内生于经济体制之中,是特定发展阶段下经济政策与市场机制双重失灵的结果。中国近四十年经济改革的成功经验在于,始终能够根据市场发展的客观规律及现实需要,来不断调适和完善政府经济职能。防范和化解联动性风险,需要立足于更高层面进行审视,重塑政府与市场的关系定位,逐步减少政府对市场经济的不当干预,推动政府由市场参与者向市场维护者的角色转换。未来通过深化改革和职能转变,政府应继续保持并强化对宏观经济的驾驭能力,实现对系统性经济风险的有效防控;同时,政府也应更加尊重市场机制,秉承审慎适度的市场干预原则,更好地承担起市场维护者职责,为市场在资源配置中发挥决定性作用创造坚实基础。
[Abstract]:Since China's economy entered the new normal, there has been a linkage risk characterized by a decline in economic growth, an increase in leverage and a narrowing of policy space. It is a new challenge to the sustained and healthy development of Chinese economy in the new era. The successful experience of China's economic reform over the past 40 years is that it has always been able to meet the objective laws and practical needs of market development. To constantly adjust and perfect the government's economic function, to prevent and resolve the risk of linkage, we need to examine it on a higher level, reshape the position of the relationship between the government and the market, and gradually reduce the improper government intervention in the market economy. To promote the transition of government from market participants to market defenders. In the future, by deepening reforms and functional changes, governments should continue to maintain and strengthen their macroeconomic competence and achieve effective prevention and control of systemic economic risks; at the same time, The government should also respect the market mechanism, adhere to the principle of prudent and appropriate market intervention, better assume the responsibility of market defenders, and create a solid foundation for the market to play a decisive role in the allocation of resources.
