城市政务微信“上海发布”研究

【摘要】：随着新媒体时代的到来,政府与公众之间的沟通渠道日益多元化,其中政务微信凭借其内容丰富、形式多样和信息精准推送等特点,成为继政务微博之后政府加强官民对话的又一重要新媒体平台。近几年来,城市政务微信在全国范围内得到普及,其中以成立时间早、发展较为成熟的“上海发布”最具代表性,其在各大政务微信排行榜中屡居榜首,对正在发展和兴起的城市政务微信具有重要的启示意义。首先,就“上海发布”的现状而言,它是上海市门户网站和官方微博之后的又一个政务信息平台,在传播形式上有别于前两者,表现出图文并茂、简洁大方及立体化等特点。其次,“上海发布”在内容层面同样具有鲜明的特征,表现出极强的互动性、亲民性和文化性。当然,“上海发布”同样存在着媒体联动能力弱、互动形式未模式化、在线政务服务不够完善等问题,如何解决这些缺失之处,并为城市政务微信的未来发展提供启示,同样是当下必须思考与研究的内容。总而言之,城市政务微信发展方兴未艾,“上海发布”模式无疑具有重要的借鉴意义。城市政务微信要想获得良好的发展,在信息发布上也应该更加贴近民生,形成本土化特色;另外还要为市民提供便捷的民生办事服务,从单纯的信息发布向提供公共服务政务微信发展,实现订阅号的“服务化”,让群众少跑路,让数据多跑路,从一般的信息发布向全方位、全流程提供办事服务发展。
