区域联防治霾中政府责任分摊的影响因素分析

【摘要】：雾霾天气频繁袭击中国部分地区,对社会的正常运行以及人体健康产生不良影响,雾霾治理迫在眉睫。文章认为治理雾霾必须走区域联防的道路,并从多个角度论述了区域联防治霾的必要性,重点分析了在区域联防治霾中政府责任分摊应考虑的影响因素,认为历史责任、省市之间的交互影响、经济发展水平、污染产业的转移、经济补偿以及平等原则都将影响治霾过程中政府责任的分摊,为区域联防治霾的具体实施以及合理地将治霾责任分摊到各地方政府提供了依据。
[Abstract]:Haze weather frequently attacks parts of China, which has adverse effects on the normal operation of the society and human health. It is urgent to manage haze. This paper holds that the control of haze must take the road of regional defense. In this paper, the necessity of regional joint control of haze is discussed from several angles, and the factors that should be considered in the allocation of government responsibility in regional joint haze prevention and control are analyzed, and the historical responsibility, the interaction between provinces and cities, and the level of economic development are considered. The transfer of pollution industry, economic compensation and the principle of equality will affect the allocation of government responsibility in the process of smog control, which provides the basis for the concrete implementation of regional haze control and the reasonable allocation of the responsibility for smog control to the local governments.
