【摘要】：随着全球范围内危机事件频频发生,各国从传统的单靠政府进行危机救助转变到政府与社会力量共同进行危机救助的格局。其中,非政府组织凭借自身独有优势,成为政府应对危机事件重要协助力量。充分发挥危机救助中非政府组织的作用和优势,强化政府与非政府组织之间协同配合关系,对于优化危机治理,意义非凡。文章运用文献综述法、系统分析法及比较分析法等,结合我国非政府组织的发展情况介绍,首先对非政府组织参与危机救助的必要性及优势进行了分析,然后试图指出我国非政府组织参与危机救助存在的问题及原因,并在论述美国和日本两国非政府组织参与救助经验及对我国启示的基础上,最后提出完善我国非政府组织参与危机救助的对策。分别从完善非政府组织参与危机救助的法律法规基础,加强党和政府对非政府组织在危机救助过程中的引导,建立健全危机救助中政府和非政府组织的协同合作机制,加强非政府组织参与危机救助的能力建设等四个方面进行了阐述。文章以我国非政府组织参与危机救助为研究切入点,根本指向是进一步提高我国政府与非政府组织共同应对危机的协同治理能力,不断完善我国政府危机管理体系。
[Abstract]:With the frequent occurrence of crisis events all over the world, countries have changed from traditional crisis relief by government alone to crisis relief by government and social forces. Among them, non-governmental organizations rely on their own unique advantages. To become an important helping force for the government to deal with crisis events, to give full play to the role and advantages of crisis relief for non-governmental organizations, to strengthen the cooperative and cooperative relationship between the government and non-governmental organizations, and to optimize crisis management, The article uses literature review method, system analysis method and comparative analysis method to analyze the necessity and advantages of non-governmental organizations' participation in crisis relief, combined with the development of non-governmental organizations in China. Then it tries to point out the existing problems and causes of NGO participation in crisis relief in our country, and on the basis of discussing the experiences of NGOs in the United States and Japan and their enlightenment to our country. Finally, the author puts forward some countermeasures to improve the participation of non-governmental organizations in crisis relief. From the perspective of perfecting the legal and regulatory basis for non-governmental organizations to participate in crisis relief, the Party and the government should strengthen the guidance of the Party and the government to the non-governmental organizations in the process of crisis relief. In this paper, the cooperative cooperation mechanism between government and non-governmental organizations in crisis relief is established, and the capacity building of non-governmental organizations to participate in crisis relief is strengthened. This paper takes the participation of non-governmental organizations in crisis relief in China as the starting point of research. The fundamental direction is to further improve the ability of our government and non-governmental organizations to deal with the crisis in coordination and improve the crisis management system of our government.
