新形势下城市贫困群体救助制度问题研究

【摘要】：伴随上世纪末国企改革的浪潮,我国在城市建立了最低生活保障制度,目的主要是保障国企改革的顺利进行和国有企业下岗职工的基本生活。此后,该制度逐渐扩展到整个城市地区。1999年9月,国务院颁布了《城市居民最低生活保障条例》,2014年国家出台了《社会救助暂行办法》。目前我国已经建立起以城市最低生活保障制度为主体,以优惠政策和临时救助制度为补充,以教育、医疗、住房救助和法律援助相配套的综合性救助体系。经过多年的发展,我国城市贫困救助制度的体系框架已经形成,建立起了以城市居民最低生活保障制度为核心的救助体系,在保障贫困群体基本生活、缓解贫困方面发挥了重要的作用。但由于其目标定位不恰当、救助水平低、救助方式单一、管理体制不顺等问题的存在,贫困救助制度的公平性受到质疑。本文对于正确把握现行贫困救助制度的公平性,厘清我国贫困救助制度进一步发展完善的思路,采取积极有效措施促进贫困救助制度的发展完善具有一定的参考价值。本文从社会公平和正义的角度出发,基于我国当前经济社会的新形势,深刻剖析贫困群体形成的原因,对现行制度做出公平性欠缺的基本判断;综合分析了现行制度在目标定位、制度设计、管理体制、对外部环境的影响等多个方面存在的问题,揭示了当前贫困救助制度公平性欠缺的根源,在于制度目标定位偏低、制度设计不合理、管理体制不顺等。文章从积极救助的角度出发,提出解决新形势下贫困问题的现实路径——“政府救助+个人自助”的理想选择,这是基于我国现实国情和贫困群体现状的明智选择,也是我国贫困救助制度发展完善的理想路径。
[Abstract]:With the end of the last century state-owned enterprises reform, China has established a minimum living security system in the city, the main purpose is to guarantee the basic life of SOE reform smoothly and the laid-off workers of state-owned enterprises. After years of development, system framework the city's poverty relief system has been formed, to establish the minimum life guarantee system of city residents as the core of the relief system, in ensuring the basic life of poverty, to alleviate poverty. It has played an important role. But because of its location is not appropriate, low level of assistance, relief way is single, the management system is not smooth and other problems exist, the fairness of the poverty relief system has been questioned. This paper for fairness to correctly grasp the current poverty relief system, clarify China's poverty relief system to improve the idea of further development and take effective measures to promote the development of poverty relief system has some reference value to improve the social fairness and justice. From the point of view, the new situation of China's current economic and social based on a profound analysis of the reasons of poverty population formation, the basic lack of fair judgment of the current system; comprehensive analysis of the current system in the target positioning, system design, management system, the environmental impact of external problems in many aspects, reveals the current poverty relief system lack of fairness of the root The source and target location system is low, the system design is unreasonable, the management system is not smooth. This article from the perspective of positive relief, put forward a practical path to solve the problem of poverty under the new situation the ideal choice of "government relief + personal self-help", this is a wise choice for China's actual conditions and the poverty groups based on the present situation. China is the ideal path to improve the development of poverty relief system.
