少数民族地区资源管理的困境与策略——四川G县“偷矿”案例的人类学分析

【摘要】：本文以田野调查为基础,深入分析四川G县"偷矿"现象和偷盗者行为的社会文化逻辑,认为"偷矿"行为与地域和族群并不存在本质关联,而是与围绕资源开发暴露出来的经济制度设计缺憾、人文关怀缺乏以及发展决策缺少基层社区参与有关。因此,要摆脱这类困境,不能仅仅表面性地考虑法律问题,还应落实国家在经济和文化方面赋予少数民族的自治权,保障其自主参与发展的决策权益,使当地人与外来投资者通过民主协商的程序来达成发展的共识,从而体现当地人的家园主体性,化解资源管理的困境,促进民族团结、地方社会发展与社会的和谐稳定。
[Abstract]:On the basis of field investigation, this paper analyzes the social and cultural logic of the phenomenon of "stealing ore" and the behavior of thieves in G County, Sichuan Province, and concludes that there is no essential relationship between the behavior of "stealing ore" and the region and ethnic group. It is related to the imperfections in the design of economic systems, the lack of humanistic care and the lack of grass-roots community participation in development decisions, which are exposed around the exploitation of resources. It should also implement the economic and cultural autonomy granted by the State to national minorities, guarantee their right to participate independently in decision-making for development, and enable local people and foreign investors to reach consensus on development through a process of democratic consultation, Thus the local people's home subjectivity is embodied, the predicament of resource management is resolved, the national unity is promoted, and the local social development and social harmony and stability are promoted.
