【摘要】：政府诚信作为社会诚信体系的关键,在全面深化改革的历史新阶段具有重要作用。然而,面对着复杂多变的转型期背景,政府诚信的所处形势不容乐观。本文运用了文献研究法和比较分析法,对转型期政府诚信进行研究。文章从政府诚信的理论入手,通过分析转型期政府诚信面临的困境,提出政府诚信困境的现代化治理路径。具体来看,本文一共分为四章：第一章是绪论部分,论述了选题背景和研究意义,并对国内外政府诚信的研究现状进行分析,最后介绍本文的理论框架、研究方法、创新及不足。第二章论述了政府诚信的相关理论,对诚信与政府诚信的含义、政府诚信的本质、原则、理论渊源和当代价值进行具体分析,奠定全文的理论基础。第三章从政府角色异位、法律制度建设和落后思想与先进思想冲突三个方面综合分析了转型期政府诚信面临的具体困境。第四章基于转型期政府诚信面临的困境,结合党的十八届三中全会提出的“推进国家治理体系和治理能力现代化”这一全面深化改革的总目标,提出政府诚信困境的现代化治理路径：首先,对政府角色异位进行治理,既要服务于民,构建民本政府,又要处理好政府与市场之间的关系,准确定位政府职能。其次,从“推进法治和健全制度”这两个现代化治理的主要方法来规范政府诚信行为。最后,从文化治理的角度摒弃传统落后的思想文化,塑造现代社会行政文化。
[Abstract]:Government honesty, as the key of social credit system, plays an important role in the new stage of deepening the reform in an all-round way. However, in the face of the complex and changeable background of the transition period, the situation of government honesty is not optimistic. This article uses the literature research method and the comparative analysis method, carries on the research to the government sincerity in the transition period. The article is divided into four chapters: the first chapter is the introduction part, which discusses the background and significance of the topic, and analyzes the current situation of the research on the integrity of the government at home and abroad. Finally, this paper introduces the theoretical framework, research methods, innovations and shortcomings. Chapter two discusses the relevant theories of government honesty, the meaning of honesty and government honesty, the essence and principle of government honesty. The theoretical origin and contemporary value of the specific analysis to establish the theoretical basis of the full text. Chapter three from the role of government heterotopia, The construction of legal system and the conflict between backward thought and advanced thought are comprehensively analyzed in this paper. Chapter 4th is based on the dilemma of government honesty in the transition period. Combined with the overall goal of "promoting the modernization of the national governance system and governing ability", which was put forward by the third Plenary session of the 18 CPC Central Committee, this paper puts forward the modern governance path of the government's credit dilemma: first, it manages the government's role eccentrically. We should not only serve the people, build a people-oriented government, but also handle the relationship between the government and the market, and accurately position the functions of the government. From the two main methods of "promoting the rule of law and perfecting the system", we can standardize the government's honest behavior. Finally, from the angle of cultural governance, we should abandon the traditional backward ideology and culture and shape the modern social administrative culture.
