地方政府治理的三重逻辑——以浦江治水为例

【摘要】：本文以浙江省浦江县水域污染及其治理过程为样本,分析在地方政府治理中起作用的三重逻辑--经济逻辑、法治逻辑和政治逻辑的作用方式和相互关系,为阐释当代中国地方政府治理现象提供了一个新视角。研究认为,经济逻辑是地方治理的发展动力,法治逻辑是地方治理的日常遵循,政治逻辑是地方治理的纠偏途径,三者各有其功能,互为约束又互为支撑。运用政治逻辑突破治理困境是中国政治体制的独特优势,但有必要以法治确保政治逻辑的适当运用。
[Abstract]:Taking the water pollution and its control process in Pujiang County, Zhejiang Province as samples, this paper analyzes the three logics-economic logic, rule of law logic and political logic, which play an important role in local government governance. It provides a new angle of view for explaining the phenomenon of local government governance in contemporary China. The study holds that the economic logic is the development power of local governance, the rule of law logic is the daily follow of local governance, and the political logic is the way to correct local governance. Using political logic to break through the difficulties is the unique advantage of China's political system, but it is necessary to ensure the proper use of political logic by the rule of law.
