【摘要】：近年来国内外政治、经济发生了很大的改变,我国的民族工作面临着一系列新情况新问题。目前,我国正处于构建和谐社会、实现中国梦的关键时期,全面正确地贯彻落实民族政策是构建和谐社会的前提与保障。我国的民族政策是根据各民族历史和现实的发展情况所制定,随着改革开放的逐步深入,在构建和谐社会的进程中,我国因民族关系所引发了一系列不和谐的社会问题。全面认清问题本质与原因,而不是一味地质疑我国现行的民族政策,直接关系到我国民族团结、社会稳定、国家的长治久安以及和谐社会的实现。本文针对近几年出现的“第二代民族政策”,通过全面分析提出的理论与现实依据,对其提出的背景、具体内容、造成的影响进行梳理,结合我国民族问题及现阶段民族发展中面临的不和谐因素及其产生的原因,提出“第二代民族政策”不符合我国民族发展的现实状况。同时,本文从贯彻落实民族区域自治法、发展完善民族政策等方面进行了分析阐释,使对我国的民族政策有了更深入地了解与认识,为今后充分发挥民族政策的优越性,促进民族关系进一步向良性方向发展,早日实现各族人民的中国梦奠定重要基础。
[Abstract]:In recent years, great changes have taken place in politics and economy at home and abroad, and our national work is facing a series of new situations and new problems. At present, our country is in the crucial period of building a harmonious society and realizing Chinese Dream. The comprehensive and correct implementation of the national policy is the prerequisite and guarantee for the construction of a harmonious society. Our national policy is formulated according to the historical and realistic development of various ethnic groups, and with the gradual deepening of the reform and opening up, In the process of building a harmonious society, China has caused a series of disharmonious social problems because of ethnic relations. We should fully recognize the nature and causes of the problems, instead of blindly questioning the current national policies of our country, which is directly related to the national unity of our country. Social stability, the long-term stability of the country and the realization of a harmonious society. This paper aims at the "second generation national policy" which has appeared in recent years, through the comprehensive analysis of the theoretical and practical basis, the background and the concrete content of the proposed policy. Combing the influence, combining the disharmonious factors and the causes of the present national development in our country, putting forward that "the second generation national policy" is not in line with the reality of the national development of our country. At the same time, the second generation national policy does not accord with the reality of the national development of our country. This paper analyzes and explains the implementation of the Law on Regional National Autonomy and the development and improvement of national policies, so that we can have a deeper understanding and understanding of our national policies, so as to give full play to the superiority of national policies in the future. To promote the further development of ethnic relations in a benign direction and to lay an important foundation for the early realization of Chinese Dream, the people of all ethnic groups.
