内蒙古阿拉善盟电子政务建设研究

【摘要】：21世纪是信息化的时代,电子政务建设已经成为行政改革中不可或缺的重要组成部分。阿拉善盟是内蒙古最西部的盟市,自然环境恶劣、经济社会发展滞后,作西部边疆少数民族地区行政层级中关键的地级盟市,对其电子政务建设的研究有着非常重要的意义。近年来,阿拉善盟电子政务飞速发展,但相对于发达地区还有不小的差距,阿拉善盟应借鉴国内外的成功经验,解决自身突出问题和矛盾,努力推进电子政务发展。本文以调研统计数据和具体部门走访收集的资料分析为基础,从阿拉善盟电子政务发展历程、电子政务基础建设入手,分析了电子政务发展现状,探寻当前阿拉善盟电子政务建设中存在的问题,并从思想认识、环境社会、体制机制方面深入探析问题成因,同时总结借鉴国外发达国家电子政务发展的成功经验,提出如下对策建议：首先,树立以服务公众为根本、以方便民众为主旨、以信息安全为保障的新发展理念；其次,建立健全领导机制、统一协调建设机制、社会化机制和与行政改革联动机制,完善电子政务相关体制机制；第三,以完善政府网站服务体系、加强专网业务应用开发建设、推动信息资源共享库建设为主要内容,全面提升电子政务平台服务能力；第四,加强电子政务专业技术人才队伍建设；最后,加强信息安全体系建设。通过本文的研究,以期为阿拉善盟当地乃至边疆少数民族地区地市级政府电子政务建设提供有益的探索。
[Abstract]:The 21st century is an era of information, the construction of electronic government affairs has become an indispensable part of administrative reform. Alashan League is the west of Inner Mongolia, the city, the natural environment is bad, the economic and social development lags behind. It is of great significance to study the construction of E-government as the key administrative level in the western frontier minority areas. In recent years, the E-government of Alashan League has developed rapidly. However, compared with the developed regions, the Alashan League should draw lessons from its successful experience at home and abroad to solve its own outstanding problems and contradictions. Based on the investigation and statistics data and the analysis of the data collected by specific departments, this paper analyzes the current situation of e-government development, starting with the course of e-government development and the infrastructure construction of e-government in Alashan League. This paper explores the problems existing in the construction of E-government in Alashan League, and probes into the causes of the problems from the aspects of ideological understanding, environment and society, system and mechanism. At the same time, it summarizes the successful experiences of the development of E-government in developed countries abroad. The countermeasures and suggestions are as follows: first, to set up a new development concept, which is based on serving the public, taking the convenience of the public as the purport, and taking the information security as the guarantee; secondly, to establish and improve the leadership mechanism and to unify and coordinate the construction mechanism. The socialization mechanism and the linkage mechanism with the administrative reform, consummates the related system mechanism of the electronic government affairs; third, takes the consummation government website service system, strengthens the special network service application development construction, promotes the information resources sharing library construction as the main content, To enhance the service capability of E-government platform; fourth, to strengthen the construction of professional and technical personnel in e-government; finally, to strengthen the construction of information security system. In order to provide useful exploration for the construction of E-government in Alashan League and even in the frontier minority areas.
