大数据时代提升政府治理能力研究

【摘要】：随着大数据时代的来临,数据成为基础性战略资源。大数据给政府治理能力提升带来了机遇,促进公共决策科学化民主化、公共服务精细化人性化、公共管理透明化高效化、社会治理精准化法治化。目前,我国大数据管理体制机制不健全、网络基础设施薄弱、开放共享程度较低、法治建设相对滞后、管理技术人才匮乏,使得大数据开发利用不充分,影响了政府治理能力的提升。为此,必须进一步理顺大数据管理体制机制,加强网络基础设施建设,促进数据信息开放共享,健全网络数据管理法治,加大数据人才培养力度,提升政府治理能力。
[Abstract]:With the advent of big data's time, data becomes the basic strategic resource. Big data brings opportunities to the improvement of the government's governance ability, promotes the scientific democratization of public decision-making, the refinement and humanization of public services, and the transparency and high efficiency of public administration. At present, big data's management system is not perfect, the network infrastructure is weak, the degree of opening and sharing is relatively low, the construction of the rule of law is relatively lagging behind, and there is a lack of managerial and technical personnel. The insufficient development and utilization of big data has affected the improvement of the government's ability to govern. Therefore, it is necessary to further straighten out the administrative system and mechanism of big data, strengthen the construction of network infrastructure, and promote the open sharing of data and information. Improve the network data management rule of law, increase the training of data talents, improve the governance capacity of the government.
