长沙市离退休干部管理研究

【摘要】:离退休干部管理工作一直是我们党和政府高度重视的一项工作,在巩固党的执政基础、促进社会和谐发展、引领积极老龄化方面都具有十分重要的意义。继十七大之后,十八大报告中继续强调,要“全面做好离退休干部工作”。近年来,作为公共人事管理的一个重要组成部分,离退休干部管理相关的研究越来越受到社会重视。当前,中国进入全面深化改革的新的历史时期,人口老龄化问题越来越突出,社会结构发生巨大变化、社会矛盾日益突出,行政体制、社会管理体制、公务员养老制度都将面临重大变革,离退休干部管理工作的外部环境出现了越来越多新的考验;离退休干部队伍组成结构、思想观念等也发生了重要改变。新的形势给离退休干部管理工作提出了许多新的要求,而离退休干部管理工作中也出现了许多新问题,如何解决这些问题,做好新形势下的离退休干部管理工作,是亟待研究的一个重要课题。本文立足于长沙市离退休干部管理实践,综合运用公共管理学、老年社会学等理论,对长沙市离退休干部管理工作的现状、存在的问题及原因进行剖析,借鉴兄弟省市离退休干部管理先进做法和国外养老服务、发挥老年人作用等方面经验,对长沙市离退休干部管理工作提出有针对性的建议,力图为离退休干部管理工作的进一步完善提供切合实际的参考意见。
[Abstract]:The management of retired cadres has always been a work that our party and government attach great importance to. It is of great significance in consolidating the ruling foundation of the party, promoting the harmonious development of society, and leading the active aging of the people's Republic of China. The report of the 18th CPC National Congress continued to stress the need to "do a good job in the work of retired cadres in an all-round way." in recent years, as an important part of public personnel management, more and more attention has been paid to the research on the management of retired cadres. China has entered a new historical period of comprehensive deepening reform. The problem of aging population has become more and more prominent, the social structure has undergone tremendous changes, the social contradictions have become increasingly prominent, the administrative system and the social management system have become increasingly prominent. The pension system of civil servants will face major changes, and the external environment for the management of retired cadres has become more and more new. The new situation has put forward many new requirements for the management of retired cadres, and there have also been many new problems in the management of retired cadres. How to solve these problems? To do a good job in the management of retired cadres under the new situation is an important subject to be studied. This paper is based on the management practice of retired cadres in Changsha City and makes comprehensive use of the theories of public management, sociology of the elderly, etc. This paper analyzes the present situation, existing problems and reasons of the management of retired cadres in Changsha, and draws lessons from the advanced management practices of retired cadres in brother provinces and cities and foreign old-age service, so as to give play to the role of the elderly. This paper puts forward some suggestions on the management of retired cadres in Changsha, and tries to provide practical reference for the further improvement of the management of retired cadres.
