【摘要】：正1.创新地方政府治理理念,提升城镇化发展质量。一是厘清新型城镇化的发展核心。新型城镇化的核心是人的城镇化,而非物的城镇化,新型城镇化进程中地方政府应把人作为核心要素,把提升全体社会成员的福利水平作为己任,而不应当过度关注城镇的外表形态或物的城镇化;通过深化户籍制度改革,消除城乡二元户籍制度及其背后的不公平性问题,强化人的城镇
