公共精神的中国生成:现代国家治理视界的论证

【摘要】：公共精神是立足于公共交往与公共生活,以公共领域为载体,以公共事务为指向,以公共利益为价值旨归的伦理精神,国家与社会的二元分化与良性互动所生成的公共领域是公共精神生成的重要依托。从国家治理视域考察公共精神的生成图谱、式微成因、提升进路,不难得出,国家与社会在高度合一、二元分化、良性互动的历史变迁中,公共领域与公共精神呈现阙如与萎缩、发轫与觉醒、确证与勃兴的演绎图谱。公共领域再封建化、公共领域的私人化、私人领域的公共化是公共精神的式微成因。当前重塑治理结构、拓展公共领域、发展社会组织是公共精神提升的治理进路。
[Abstract]:The public spirit is the ethical spirit based on public communication and public life, taking the public sphere as the carrier, taking the public affairs as the direction, and taking the public interests as the value purport. The public sphere generated by the dualistic differentiation and benign interaction between the state and society is an important support for the generation of public spirit. In the historical changes of high unity, dualistic differentiation and benign interaction between the state and society, the public sphere and the public spirit present the deductive map of absence and atrophy, initiation and awakening, confirmation and prosperity. The privatisation of the public sphere and the publicization of the private sphere are the causes of the decline of the public spirit. At present, reshaping the governance structure, expanding the public domain and developing the social organization are the governance paths for the promotion of the public spirit.
