【摘要】：失地农民已经成为农村群体中一个新产生的现象,而且在征用土地的过程中,受各种因素的影响不可避免的出现了征地方与农民之间的各种矛盾。地方政府作为征地行为的主导方,必须认真履行政府的经济法责任,对广大失地农民积极开展救助,积极化解农村经济发展与失地农民之间的矛盾,通过有效的工作措施和方法,发挥地方政府职能,化解不利因素为有利因素,保证农村经济社会的和谐健康发展。
[Abstract]:Landless farmers have become a new phenomenon among rural groups, and in the process of expropriation of land, Under the influence of various factors, there are inevitable contradictions between expropriation and farmers. As the leading party of land expropriation, local governments must conscientiously carry out the economic law responsibility of the government, and actively carry out relief to the vast number of landless farmers. In order to ensure the harmonious and healthy development of rural economy and society, the contradiction between rural economic development and landless farmers should be resolved actively. Through effective working measures and methods, the functions of local government should be brought into play, and the unfavorable factors should be resolved.
