【摘要】：频繁发生的各类灾害使人类无法忽视防灾减灾的重要作用。黑龙江作为农业大省,对保障国家粮食安全,构建社会主义和谐社会,全面建成小康社会有着重大的意义,虽然随着科技的进步和农村改革的伟大实践,农业生产不再过分依赖自然因素,但各类自然灾害以及人为引发的各类次生灾害依旧影响着农业的有序发展。黑龙江省灾害频发,因此在农业的防灾减灾过程之中,公共物品供给无疑是非常重要的一环。一方面农业防灾减灾的公共产品和公共服务的有效供给能最大限度的减少灾害给受灾地区带来的损失,保障受灾地区的社会福利最大化。另一方面,农业防灾减灾的公共基础设施的有效供给从某种意义上来说也是实现当地经济增长和社会发展的必要条件。本文除了关注传统意义上的公共物品,还将与黑龙江省的农业基本动态相结合,把农业防灾减灾中的相关政策,法律法规,技术支持等制度性因素也纳入到公共物品的范畴。本文将农业防灾减灾的公共物品划分为要素类公共物品和制度类公共物品两类,并结合黑龙江省省情,针对农业各部门、黑龙江各地区和供给主体三个角度着重分析了黑龙江省农业防灾减灾公共物品供给现状。通过对黑龙江省农业防灾减灾公共物品的供给现状剖析其产生的根源,包括技术支持、财政管理、政府权责范围、决策机制和供给主体等五大方面的原因。针对这些问题找出黑龙江省农业防灾减灾公共物品供给的有效解决方案。本文共分为五大部分。第一部分介绍了本文提出的背景,研究目的及意义,国内外研究现状,研究思路和方法,研究的创新之处。第二部分着重介绍了主要涉及的基本理论并对所涉及的概念进行界定。第三部分主要阐述了黑龙江省农业自然灾害特点和农业公共物品供给特点。第四部分在第三部分基础上进一步分析黑龙江省农业防灾减灾公共物品供给存在的问题及其成因。第五部分根据问题及成因提出针对性对策。
[Abstract]:As a major agricultural province, Heilongjiang is of great significance in ensuring national food security, building a harmonious socialist society, and building a well-off society in an all-round way. Although with the progress of science and technology and the great practice of rural reform, agricultural production is no longer excessively dependent on natural factors, but all kinds of natural disasters and man-made secondary disasters still affect the orderly development of agriculture. Therefore, in the process of agricultural disaster prevention and mitigation, the supply of public goods is undoubtedly a very important link. On the one hand, the effective supply of public goods and public services for agricultural disaster prevention and mitigation can minimize the losses caused by disasters in the affected areas. To ensure maximum social welfare in the affected areas. On the other hand, In a sense, the effective supply of public infrastructure for agricultural disaster prevention and mitigation is also a necessary condition for local economic growth and social development. In addition, it will combine with the basic dynamics of agriculture in Heilongjiang Province, and integrate the relevant policies, laws and regulations in agricultural disaster prevention and mitigation, Technical support and other institutional factors are also included in the category of public goods. In this paper, the public goods for agricultural disaster prevention and mitigation are divided into two categories: element public goods and institutional public goods. This paper analyzes the present situation of public goods supply of agricultural disaster prevention and mitigation in Heilongjiang Province from three angles of Heilongjiang province and the main body of supply. Through the analysis of the supply situation of public goods for agricultural disaster prevention and mitigation in Heilongjiang Province, the origin of the public goods, including technical support, is analyzed.
