天津市国土资源和房屋管理政府信息公开制度研究

【摘要】：天津市国土资源和房屋管理工作直接关系全市经济社会发展和民生改善,涉及国土资源和房屋管理的政府信息已经成为天津市政府信息公开的重点和焦点。本文介绍了国外政府信息公开立法情况和我国政府信息公开制度建设历程,在对天津市政府信息公开数据进行统计汇总的基础上,从历年主动公开政府信息、依申请公开政府信息和政府信息公开涉及行政复议、行政诉讼三方面,对天津市国土资源和房屋管理局数据与天津市政府信息公开数据进行对比分析,找出天津市国土房管局政府信息公开工作在全市政府信息公开工作中的位置与特点。通过与天津市国土房管政府信息公开制度进行匹配程度分析,归纳总结出政府信息公开的成功经验,从工作机构、办公自动化、考核机制、工作水平、群众满意度、规范化程度等方面研究分析存在的主要问题,研究提出完善政府信息公开制度的对策建议:一是落实政府信息公开办公室机构设置和人员编制;二是研发整合政府信息公开工作系统;三是强化政府信息公开责任考核;四是加强政府信息公开指导交流和情况互通;五是开展政府信息公开公众满意度评价;六是制定《天津市国土房管局政府信息公开工作规则》。上述措施将对指导规范全局、全市系统政府信息公开工作起到积极作用,并为全国国土资源和房屋管理部门提供借鉴。
[Abstract]:The land, resources and housing management work in Tianjin is directly related to the city's economic and social development and the improvement of people's livelihood. Government information related to land, resources and housing management has become the focus and focus of Tianjin government information disclosure. This paper introduces the legislation of government information disclosure in foreign countries and the course of construction of government information disclosure system in China. On the basis of the statistics and summary of Tianjin municipal government information disclosure data, from the past years when the government information was released voluntarily, and according to the application for the disclosure of government information and government information disclosure, it involved three aspects: administrative reconsideration and administrative litigation. Comparing and analyzing the data of Tianjin Land, Resources and Housing Administration Bureau and Tianjin Municipal Government's information disclosure data, To find out the position and characteristics of the government information publicity work of Tianjin Land and Housing Administration Bureau in the whole government information disclosure work. Through the analysis of the matching degree with the government information disclosure system of Tianjin Land and Housing Administration, Summing up the successful experience of government information disclosure, studying and analyzing the main problems from the aspects of working organization, office automation, examination mechanism, work level, mass satisfaction, standardization degree, etc. The paper puts forward the countermeasures and suggestions to perfect the system of government information disclosure: first, to implement the establishment and staffing of the government information disclosure office; second, to develop and integrate the work system of government information disclosure; third, to strengthen the assessment of the responsibility of government information disclosure; The fourth is to strengthen the government information publicity guidance exchange and the situation exchange; fifth, to carry out the evaluation of the public satisfaction degree of the government information disclosure; and sixthly, to formulate the working rules of the Tianjin Land and Housing Administration Bureau of Government Information Disclosure. The above measures will be helpful to the guidance and standardization of the overall situation. The publicity of government information plays an active role and provides reference for the national land, resources and housing management departments.
