城市治理新形态:沟通、参与与共同体

【摘要】：在市场化、全球化、网络化、智能化的综合作用下,一场深刻的城市革命正在悄悄到来,其方向是全球化、信息化和人本化的有机统一。中国不少开放型城市都力图借势实现超越,成为全球性城市。在城市发展越来越依靠人的因素的时代,城市治理的创新就成为实现这种超越的关键。为此,本文认为中国城市应该在完善城市公共性治理体系的同时,努力建构共同体化的治理体系,提高城市各单位体的交往与沟通水平,提升城市的公众参与和多维合作,让城市真正成为人们能够表达交流、合作共治、共建与共享的现代生活共同体。
[Abstract]:Under the comprehensive action of marketization, globalization, networking and intelligence, a profound urban revolution is coming quietly, and its direction is globalization. The organic unity of informatization and humanism. Many open cities in China have tried to seize the opportunity to achieve surpassing and become global cities. In an era when urban development is more and more dependent on human factors, The innovation of urban governance is the key to achieve this transcendence. Therefore, this paper holds that Chinese cities should try to construct a community-oriented governance system while perfecting the urban public governance system. To improve the level of communication and communication among the units and bodies of the city, to enhance the public participation and multi-dimensional cooperation of the city, so that the city can truly become a modern community of life in which people can express and exchange, cooperate and co-govern, and jointly build and share the community of life.
