酒泉市基层社会治理创新研究

【摘要】：随着改革开放的不断深入和现代化进程的快速发展,中国社会当前正处于转型升级的关键期和矛盾凸显期,面对一系列极具挑战性的矛盾和困难,党的十八届三中全会审时度势,把构建现代化国家治理体系和推动治理能力现代化确定为总目标。我国各级政府积极探索社会治理创新之路,形成了一些各具地方特色的做法和经验以及一系列配套的政策,为地方经济社会转型跨越发展提供了坚实保障。但基层社会治理中,仍然存在着重视经济发展、忽视社会建设,对公共服务和公共基础设施投入不足、社会治理倾向于采取单一的行政手段,缺乏完善的社会治理政策体系,不重视社会组织的培育发展等问题。因此,如何健全完善社会治理制度,提升社会治理能力,成了新形势下社会治理创新的主要课题。基层社会治理作为国家治理体系的基础性组成部分,研究好如何开展基层社会治理具有重要的理论价值和现实意义。本文立足于基层社会治理,通过大量阅读、认真梳理国内外学者关于社会治理方面的文献,从研究酒泉市基层社会治理的现状入手,深入分析基层社会治理中存在的主要问题和产生这些问题的原因,提出相应的对策,一定程度上弥补了基层社会治理方面研究的空白,对今后我国基层社会治理实践具有较好的理论指导和借鉴意义。本文主要由五个部分组成:第一部分是绪论部分。主要从宏观层面对本文的研究背景及意义进行阐述,梳理总结目前国内外学者在社会治理方面的研究成果,并简单介绍了本文的研究方法和论文的特色。第二部分主要解释了社会治理相关的重要概念,对社会治理和社会管理的异同做了比较,并阐明了基层社会治理的必要性和应当遵循的原则。第三部分则是结合酒泉市工作实际,总结了酒泉市基层社会治理方面的主要措施及其成效。第四部分重点分析了酒泉市基层社会治理面临的主要问题,并对产生问题的主要原因做了深刻剖析。第五部分则在上述基础上,有针对性地提出了改善酒泉市基层社会治理的具体对策。
[Abstract]:With the deepening of reform and opening up and the rapid development of modernization, Chinese society is in the critical period of transformation and upgrading, facing a series of challenging contradictions and difficulties. The third Plenary session of the 18th Central Committee of the Communist Party of China considered the construction of a modern national governance system and the promotion of modernization of governance capacity as the overall goal. Governments at all levels of our country actively explored the road of innovation in social governance. Some practices and experiences with local characteristics and a series of supporting policies have been formed, which have provided a solid guarantee for the leapfrogging development of local economic and social transformation. However, in the grass-roots social governance, there is still an emphasis on economic development and neglect of social construction. Insufficient investment in public services and public infrastructure, social governance tends to adopt a single administrative means, lack of a sound social governance policy system, do not attach importance to the cultivation and development of social organizations and other issues. How to perfect and improve the social governance system and enhance the social governance ability has become the main task of the social governance innovation in the new situation. As a basic part of the national governance system, the grass-roots social governance is a basic part of the national governance system. It is of great theoretical value and practical significance to study how to carry out social governance at the grass-roots level. Starting with the study of the current situation of social governance at the grass-roots level in Jiuquan City, this paper analyzes the main problems existing in the social governance at the grass-roots level and the causes of these problems, and puts forward corresponding countermeasures, which to a certain extent make up the gaps in the research on social governance at the grass-roots level. This paper mainly consists of five parts: the first part is the introduction part. Combing and summing up the current research results of scholars at home and abroad in the field of social governance, and briefly introducing the research methods and characteristics of this paper. The second part mainly explains the important concepts related to social governance. This paper compares the similarities and differences between social governance and social management, and expounds the necessity and principles of social governance at the grass-roots level. This paper summarizes the main measures and results of the social governance at the grass-roots level in Jiuquan. The fourth part focuses on the analysis of the main problems faced by the social governance at the grass-roots level in Jiuquan. The fifth part, on the basis of the above mentioned, puts forward concrete countermeasures to improve the social governance at the grass-roots level in Jiuquan City.
