我国政府部门实施战略性人力资源管理研究

【摘要】:经济的飞速发展,知识信息不断更新,社会需求不断变化成为了当今社会环境的突出特点。我国政府部门也考虑到运行环境的变化,察觉到原本符合于稳定的环境,运作形式制度化的、科层制为核心的人事管理体制在新的环境下表现不适应,并进行了公务员管理制度为主线的政府部门人事管理的改革。早在1956年我国就开始人事制度的改革。回顾我国人事管理改革历程,可发现我国政府部门的人事管理经历了传统人事管理改革阶段,人力资源管理改革阶段,当今我国政府部门人力资源管理改革逐步迈向了战略性人力资源管理。强的环境适应性特点使战略性人力资源管理很快得到了各类组织的认可。我国政府部门人事管理机制内也开始出现战略性人力资源管理思想。战略性人力资源管理在企业组织中诞生并发展,符合于企业的管理模式。因此其不一定在公共组织中有效运行。要进一步发展我国政府部门实施战略性人力资源管理,需要明白如何在我国政府部门中实施战略性人力资源管理问题,让战略性人力资源管理在政府部门中更科学的,更有效的实施。在总结前人的研究成果之上,深入分析相关的管理理论知识体系,借鉴国内外实施战略性人力资源管理的实践经验,从全新的角度定位我国政府部门人力资源在政府运作中的角色和作用,提出更符合于我国实施战略性人力资源的基本思路和对策。
[Abstract]:With the rapid development of economy, the continuous updating of knowledge and information, and the constant changes in social demands, the social environment has become a prominent feature. The government departments in our country have also considered the changes in the operational environment and realized that it was originally in line with the stable environment. The personnel management system, which is institutionalized in the form of operation and is the core of the branch system, is not suited to the new environment. It also carries on the reform of the personnel management of the government departments with the main line of the civil service management system. The reform of the personnel system began in our country as early as 1956. The history of the personnel management reform in our country is reviewed. It can be found that the personnel management of government departments in our country has gone through the stage of traditional personnel management reform, the stage of human resources management reform. Nowadays, the reform of human resources management of government departments in our country has gradually moved towards strategic human resources management. The strong environmental adaptability makes strategic human resources management quickly recognized by all kinds of organizations. The idea of strategic human resource management is also beginning to appear in the affairs management mechanism. Strategic human resources management is born and developed in the enterprise organization. It does not necessarily work effectively in public organizations. It is necessary to further develop our government departments to implement strategic human resources management. We need to understand how to implement strategic human resources management in our government departments, so that strategic human resources management can be implemented more scientifically and effectively in government departments. This paper deeply analyzes the relevant knowledge system of management theory, draws lessons from the practical experience of implementing strategic human resources management at home and abroad, and positions the role and role of human resources of government departments in government operation from a new perspective. Put forward more in line with the implementation of strategic human resources in China basic ideas and countermeasures.
